国内及国外专利许可对中国省区创新绩效的影响

The Impact of Foreign and Domestic In-license of Technology on Innovation in Regions of China

【摘要】 专利许可是一种有效的技术转移渠道,当专利在区域或国家之间被交易时,专利信息中所携带的技术和知识也在这些地区之间流动,从而形成知识流动网络,进而知识网络的相关属性,会对区域的创新绩效产生影响。本文以中国31个省区为研究对象,利用中国2002年至2012年专利许可数据,使用网络分析方法,试图探索中国专利许可知识流动网络的演化情况,以及各省区在专利许可网络中存在的差异性。研究结论表明:(1)随着专利许可交易规模的扩大,专利许可网络的整体结构由松散逐渐发展为集中,孤立点由多变少,网络连接由稀疏扩展为丰富,网络关系由弱关系逐渐加强成为坚固稳定的强关系;(2)北京、广东、江苏、浙江、上海是专利许可知识流动网络中最重要的5个省区,它们在吸收了大量专利许可的同时,也向外输送了大量专利许可,同时,这些区域内部也发生了大量的专利许可交易。更重要的是,这些省区扮演了中间人角色,发挥了中介作用。在此基础上,本文利用知识生产函数模型及Stata统计软件,分析专利许可流量及来源(网络属性)对创新绩效造成的影响。研究结论表明,以不同类型的专利申请量作为因变量时,专利许可活动对区域创新绩效的作用有所差异。总结而言:(1)国内和国外专利许可知识流量对实用新型、发明专利的申请均没有产生直接的促进作用,但在R&D支出及人力资本的调节下,国内专利许可流量对实用新型专利申请有显著激励作用;(2)专利许可知识流动网络方面,国外入度促进了实用新型和发明专利的产出,而国内入度促进了PCT申请。

【Abstract】 Patent licensing is a kind of effective technology transfer channels, and when the patents are traded between the provinces or countries, the knowledge and technology included in the patent information also flow between these regions, thus forming the knowledge flow network. The properties of the network will affect the innovation performance of the regions.The thesis sets the 31 provinces as the research object, adopting the network analysis method with the patent license data in China from 2002 to 2012, to explore the evolution of the knowledge flow network of patent license in China and analyze the difference between the provinces in patent license network. The results are as follows:(1)With the expansion of patent license, the overall structure of the patent license network changes from loose to intensive gradually, with less isolated nodes, richer network connections and stronger network ties;(2) Beijing, Guangdong, Jiangsu, Zhejiang, Shanghai are the most important provinces in the knowledge flow network of patent license. These provinces absorb and send a large number of patent licenses synchronously, at the same time, a mass of patent licenses are traded within the province. More importantly, these provinces play the role of broker.On the basis, the thesis makes use of statistical software---Stata and knowledge production function to analyze the effect of number and source(network attribute) of patent license on the innovation performance. The thesis sets different types of patent applications as dependent variables, and the results indicate that patent licensing has different effects on these innovation performance. In general,(1)the knowledge flows of patent license from domestic regions and foreign countries don’t have direct impact on promoting the applications of utility and invention, however with the moderating effect of R&D expense and human capital, the domestic patent license flow makes prominent effect on utility application;(2)As for the knowledge flow network of patent license, the foreign indegree promotes the outputs of utility and invention, and domestic indegree promotes the PCT applications.
