燃气热电项目CDM开发的关键问题研究

【摘要】 燃气热电项目CDM开发是能源利用领域CDM开发的重点方向之一。人类社会自工业革命以来,日益频繁的人类活动导致地球表面的大气发生了变化,全球变暖问题世人瞩目。全球变暖的重要因素是大气中温室气体的含量不断上升,而温室气体的产生主要来源于化石燃料。因此,如何减少化石燃料的温室气体排放,尤其是减少煤炭燃料带来的温室气体排放,成为全球研究的重点方向。在我国,煤炭作为主要的化石燃料的能源格局在今后几十年将长期维持。近年来,我国正在努力通过增加清洁能源的使用减少煤炭燃料的使用比例。随着页岩气、煤制气等可燃气体能源的不断开发利用,燃气热电项目凭借技术成熟、能源充沛、高效稳定的特点在世界范围内广泛得到应用,发展迅速,已经成为燃煤热电机组的重要替代方案。在经济发达的沿海城市及北京、上海等国际性大都市周边通过增加清洁高效的燃气发电供热项目替代传统的燃煤机组,以减少大气中温室气体的排放。然而在工程投资方面,燃气热电项目较传统燃煤机组高出很多,注册开发CDM项目已经成为企业解决企业投资缺口的重要措施之一。本文依据京能燃气热电项目开发的过程,从项目额外性论证、方法学选择、基准线选择、减排量计算等几方面,研究燃气热电项目CDM开发的关键问题并提出相应对策。面对燃气热电项目CDM开发注册工作存在的重点问题,拟建项目企业在开发注册CDM过程中需要进行有效的取舍,获取企业最大化的利益是项目开发注册CDM最终目的。目前,受国际金融危机的影响以及《京都议定书》第一个承诺期到期,国际碳交易市场价格持续地位徘徊,越来越多项目对CDM开发工作积极性不够。与之相反的是,不少发达国家和发展中国家都在积极寻求建立自身的碳交易市场,中国、俄罗斯、印度、巴西等重要发展中国家已经陆续开展并建立自己国家的碳交易试点工作。中国作为世界是最大的发展中国家,国内的碳交易市场建立已初具雏形,碳价格也基本维持在较为合理的水平。因此,国内燃气热电项目不妨在关注国际碳市场发展趋势的同时,积极研究并支持国内碳交易市场建立与发展。

【Abstract】 Gas thermal power project CDM development is one of the focus of the CDM development direction in the field of energy utilization. Human society since the industrial revolution, the increasingly frequent human activities lead to the surface of the earth’s atmosphere has changed, the issue of global warming. Global warming is one of the important factors is rising levels of greenhouse gases in the atmosphere, and the generation of greenhouse gas mainly comes from fossil fuels. Therefore, how to reduce greenhouse gas emissions of fossil fuels, especially coal fuel of greenhouse gas emissions, become the focus of the global research direction. In our country, the coal as the main pattern of fossil fuel energy in the coming decades will be maintained for a long time. In recent years, our country is trying to increase the use of clean energy reduce the use of coal fuel ratio. Combustible gas such as shale gas, coal gas, energy development and utilization of gas thermal power project with mature technology, the abundant energy, high efficiency and stable characteristics is widely used throughout the world, rapid development, has become an important alternative to coal-fired power units. In the economically developed coastal cities and international metropolis such as Beijing, Shanghai surrounding by increasing the gas turbine heating project of clean and efficient alternatives to traditional coal-fired units, in order to reduce the emissions of greenhouse gases in the atmosphere. Gas thermal power project in the aspect of engineering investment, however, is much higher than traditional coal-fired units, registered CDM project development has become one of the important measures for enterprises to solve investment gap. According to Beijing gas thermoelectric project development process, from additionality demonstration project, the choice of methodology, baseline, from several aspects, such as emission reductions calculation research gas thermoelectric CDM project development of the key problems and put forward the corresponding countermeasures. Working face gas thermoelectric project registered CDM development is the focus of the question, proposed in the process of the enterprises in the development of the registered CDM project need for effective choice, for enterprises to maximize the interests of the final goal is registered CDM project development.At present, affected by the international financial crisis and the Kyoto protocol’s first commitment period expires, the international carbon market prices continue to position, more and more projects of CDM development work enthusiasm is not enough. By contrast, many developed countries and developing countries are actively seeking to establish their own carbon trading market, China, Russia, India, Brazil and other important developing countries have been carried out and set up their own carbon trading pilot work of the country. In China, the world is the biggest developing country, the domestic carbon trading market established already rudiment, the carbon price is maintained at reasonable level. As a result, the domestic gas thermoelectric project might as well focus on the international carbon market development trend, at the same time, actively research and support the establishment and development of domestic carbon market.
