列宁廉政思想的研究

【摘要】 腐败是一个历史性、世界性的顽疾,各国领导人都将腐败视为执政大敌,积极开展一系列针对执政党和政府腐败问题的反腐败活动。从马克思、恩格斯分析巴黎公社的廉价政府开始,到列宁领导的社会主义廉政建设伟大实践,再到当代中国开展的轰轰烈烈地反腐倡廉建设运动,都体现了执政党坚持反腐败、建设廉洁政治、保持党的肌体健康的决心。本文研究列宁的廉政思想是为了适应我国廉政建设的实践需要,推动我国廉政建设的发展。第一部分研究列宁廉政思想形成的基础,主要包括马克思、恩格斯关于廉政思想的理论和列宁对苏维埃俄国国情的分析这两方面。马克思、恩格斯关于保持政党纯洁性和权力属于人民的思想是列宁廉政思想形成的理论来源,为列宁廉政理论的形成奠定基础；另一方面,列宁通过分析苏维埃俄国内部可能存在的腐败因素,指出执政党的特殊地位、旧官僚的留用、小资产阶级意识、文化落后和高度集中的政治体制等因素有可能危害政权的纯洁性,破坏党群关系,不利于廉政建设。第二部分研究列宁廉政建设的主要内容,主要包括廉政建设的重要性、廉政法制建设、廉政监督与权力制约和廉政教育四方面。列宁阐释廉政建设的重要性有助于提高社会各阶层的廉洁意识,为开展廉政建设和反腐败斗争提供思想保障；列宁通过党纪教育、建立党内监督机构和加强党员干部队伍的纯洁性建设等措施,为廉政建设提供坚强的领导核心；列宁通过立法、制度和思想教育等方式预防和治理腐败,为廉政建设营造良好的社会风气。第三部分研究列宁廉政思想的历史意义和当代启示。吸收与借鉴马克思、恩格斯和列宁关于廉政建设的科学理论和经验,并结合我国历代领导人的反腐败思想,不断总结和发展我国廉政建设理论,其中,列宁的廉政思想博大精深,对于我国廉政建设具有重要的借鉴作用。廉政建设必须依靠党纪和法制建立联合惩戒机制、健全权力制约和监督体系、筑牢拒腐防变的思想道德防线。更多还原

【Abstract】 Corruption is a historic, the world’s ills, the leaders will corruption as a ruling enemy, actively carry out a series of corruption against the ruling party and the government’s anti-corruption activities. From Marx and Engels, analysis of the Paris commune of cheap government began to Lenin’s leadership of the great practice of socialism to build a clean government, to carry out vigorous anti-corruption construction of contemporary China movement, reflect the ruling party insists against corruption and building clean politics, maintain the party’s determination to body health. In this paper, we study of Lenin’s anti-corruption thought is in order to meet the needs of the practice of our country to build a clean government, promote the development of our country to build a clean government.Form the basis of the first part of research integrity, Lenin thought, mainly including Marx and Engels about honest thoughts and Lenin on Soviet Russia national condition analysis of these two aspects. Marx and Engels about maintaining party purity and power belongs to the people of theories of the formation of the theory of integrity, integrity, Lenin thought source, lay a foundation for the theoretical formation of Lenin integrity. Lenin, on the other hand, through the analysis of possible corruption factor inside the Soviet Russia, points out that the special status of the ruling party, the retention of the old bureaucrat, the petty bourgeoisie consciousness, cultural backwardness and highly centralized political system factors such as possible harm regime of purity, is not conducive to the cultivation of clean government, damaged party-masses relationship.The second part of the study of Lenin and clean government, including the importance of building a clean government, honest legal system, the Independent Commission Against supervision and restriction of power and corruption education in four areas. Lenin explain the importance of building a clean government and honest help improve awareness of all sectors of society, to build a clean government and combat corruption to provide an ideological guarantee; Lenin discipline through education, establishing supervisory authority within the party and party members and cadres to strengthen the construction of the purity measures to clean government to provide strong core of leadership; Lenin prevent and control corruption through legislative, institutional and ideological education, etc., to clean government to create a good social atmosphere.The third part of the history of research integrity, Lenin thought significance and contemporary inspiration, absorb and draw lessons from Marx, Engels and Lenin about the cultivation of clean government theory and experience, and combining the anti-corruption thought leaders in the past dynasties, constantly enrich and develop the cultivation of clean government theory in our country. Lenin’s integrity and profound thought, is of great significance for our country to build a clean government. The cultivation of clean government must rely on joint punishment mechanism of the discipline and legal system, improve the power restriction and supervision system, enhancing the enhance the ideological and moral line.更多还原
