牵引供电安全管理研究

【摘要】 铁路安全管理是一项复杂的工程,随着铁路的发展应运而生,安全管理是否稳定有序直接影响着整个铁路企业的生存与发展。牵引供电安全管理是铁路安全管理的一个分支,伴随着电气化铁路的不断完善和发展。在我国铁路的大面积提速的背景下,本着安全稳定的理念,要求铁路每一个环节均不能出现差错,所以电气化铁路运行零故障是铁路运行安全可靠的保障。牵引供电作为列车最主要的动力来源,不光影响着供电单位的安全天数,更影响着整个铁路运输安全。而供电段作为牵引供电的主要单位,是实现铁路运输安全的基石。供电段是运输生产的前沿阵地,可以说铁道有多长,供电段就有多大。铁路供电工区多设置在地理位置偏僻、人烟荒芜的地方,正是这种点多线长、面广而分散、条件艰苦的特点造成供电安全管理难度增大。再加上新列车运行图的推进实施,列车的高速化和重载化的发展,行车密度不断加大,作业标准更加完善,这些要求都使得安全工作愈加严重和复杂。所以在新的形势下,如何进一步加强与改善电气化铁路供电安全管理工作,减少事故故障发生,适应铁路改革与发展的需要,提高铁路运输效率,颇值得我们思考和深入探讨。本文通过对电气化铁路牵引供电安全管理现状及问题进行较为系统的分析研究,特别是对作业安全中的人员、设备、环境、管理等因素分析,制定了可行的研究对策,确保了电气化铁路供电的安全性、稳定性、可靠性。本文在对电气化铁路供电系统及安全管理现状进行详细的概述的基础上,结合呼和浩特铁路局呼和浩特供电段作业实际,通过对电气化铁路供电安全影响因素分析并结合各类典型事故案例分析,指出了电气化铁路供电运行中各类危险源及风险点,并利用事故树安全分析法建立系统分析,找出事故发生的原因及事故树最小割集,通过定性分析,提出了防范措施。通过对电气化铁路作业安全管理的分析研究,对铁路站段安全管理具有一定的借鉴意义。

【Abstract】 Safety management of the railway transportation comes into being with railroads, developing with the development of the railway transportation. As the national important infrastructure, the artery of national economy and the backbone of the transportation system, the safety is a eternal theme in the railway, and an guarantee of survival and development for railway enterprise. With the continuous development of electrified railway in our country, increasing the proportion of new equipment and new technology, the safety and reliability of the traction power supply system is the important premise of electrified railway with trouble-free operation. Especially, the factors were studied, such as staff, equipments, environments, managements, and so on. And effective safety managements Countermeasures were established. This thesis will be useful for ensuring the stability and safety of the traction power supply system.The traction power supply as the main power source of the train, not only affects the safety days of the power supply unit, but also affects the whole railway transportation safety. The power supply section as the main unit of the traction power supply, is the cornerstone of the railway transport safety. the operation standard is more perfect, these requirements make the security work more serious and complex. So under the new situation, how to further strengthen and improve power supply of electrified railway safety management and reduce the occurrence of accidents to meet the needs of railway reform and development and improve the efficiency of railway transportation is quite worth of thinking and further discussing.This thesis is on the basis of a detailed overview on the current situation of electrified railway power supply system and safety managements. Combined with the actual works of the Hohhot Railway department, analyses of typical accident cases, problems of during the operation of the power supply in the electrified railway were discussed, and fault tree models of system were analyzed, the roots of the problems and security vulnerabilities were found out and effective safety measures for the power supply of the railway security were developed.Through the analyses of the safety managements of electrical railway operation, this study will also be useful for the safety management of railway stations and departments.
