【摘要】 我国经济经过三十多年的高速增长,经济总量已跃居世界第二。但是,我国产业结构不合理,资源趋紧、环境污染严重的事实制约着我国经济的进一步发展。在保持经济发展的同时,如何协调与资源、环境的关系成为重中之重。我国政府文件中频繁地提到产业结构调整、环境保护、经济可持续发展等问题,也从侧面反映出我国产业结构调整以及提高环境效率的紧迫性。我国经济发展进入“新常态”,经济增速放缓,亟需深化产业结构调整,转变经济发展方式,促进我国经济持续健康发展。本文考察产业结构调整及优化(产业结构合理化)与环境效率的关系,通过产业结构合理化水平的提高,促进环境效率及环境全要素生产率增长,从而得出一些具有现实意义的结论和建议,研究框架大致包括如下几个部分。首先,基于已有研究和国情界定产业结构合理化的内涵,利用泰尔指数测度产业结构合理化水平,并分析了我国产业结构合理化的整体变动趋势及区域差异。结果发现,我国产业结构合理化水平整体较低,且分布不均衡,东中西部地区差异性较大。其次,基于SBM模型和Malmquist-Luenberger生产率指数测度了环境效率及环境全要素生产率,并将环境全要素生产率指数分解为技术效率指数和技术进步指数。再次,根据产业结构合理化的内涵探讨产业结构合理化对环境效率的影响机制,阐述了产业结构合理化如何通过要素重置效应、结构协调效应及技术进步效应等途径作用于环境效率。复次,运用我国28个地区1994-2013年的面板数据,分别从整体及分时期、分地区角度实证检验了产业结构合理化对环境效率的影响效应。结果发现,产业结构合理化对环境效率有显著促进作用。经济规模与环境效率呈正向变动关系,而政府管制水平与环境效率呈反向变动关系。分样本回归中,西部地区的产业结构合理化水平对提高环境效率的作用最大,中部地区次之,东部地区的产业结构合理化水平对环境效率的促进作用最小。最后,基于以上研究,给出能够使得产业结构和环境效率协调发展的政策建议。更多还原

【Abstract】 China’s economy has become the world’s second largest economy after 30 years of rapid growth. However, the industrial structure is not reasonable, resource tighter, and the facts of the serious environmental pollution are restricting the further development of the economy. While maintaining the economic development, how to coordinate the relationship with the economy and environment becomes a top priority. Our government documents frequently mentioned in the industrial structure adjustment and environment protection and economic sustainable development, also reflected from the side the urgency of the industrial structure adjustment and improve the efficiency of environment in our country. China’s economic growth is slowing, The economic development in China has entered into the new normal period, which requires deepening industrial restructure and transforming the economic development pattern to ensure the healthy and sustainable economic growth of China。Therefore, this paper studies the relationship between industrial structure adjustment (rationalization of industrial structure) and environmental efficiency, aiming at promoting the environmental efficiency and total factor productivity in China by optimizing industrial structure.Firstly, based on existing research, and defines the connotation of the rationalization of industrial structure, and the state of the union use tal index to measure industrial structure rationalization level, and analyzed the our country the whole change trend of rationalization of industrial structure and the regional differences. The results show that low in overall level of industrial structure rationalization, and uneven distribution, east Midwest difference is bigger. Secondly, based on the SBM model and Malmquist-Luenberger productivity index to measure the environmental efficiency and total factor productivity, total factor productivity index and environment is decomposed into technical efficiency and technical progress index. Thirdly, according to the connotation of the rationalization of industrial structure rationalization of industrial structure on the efficiency of the environment influence mechanism, the article expounds how to reset by elements of rationalization of industrial structure effect, structure coordination effect and efficiency in the role of technological progress effect ways such as the environment. Fourthly, using the panel data of 28 China’s provinces from year 1994 to 2013,empirical study is carried out to study the effect of rationalization of industrial structure and environment efficiency.The results show that the industrial structure rationalization efficiency significant promoting effect on the environment. Efficiency was positively to the changes of relationship between economy and environment, and the level of government regulation and environmental efficiency of an inverse relationship. Moreover, the industrial structure rationalization level can mostly improve the efficiency of the environment, the central region is the second order, the eastern industrial structure rationalization level promote the environment efficiency minimum. Finally, based on the above research, some policy suggestions are given about promoting the coordinate development of industrial structure and environmental efficiency.更多还原
