【摘要】 反映社情民意信息是政协组织履行政治协商、民主监督、参政议政职能的一项重要方式,也是各级党委和政府提升决策水平和加强执政能力的重要途径。由于多方面的原因,政协社情民意信息沟通机制仍然不够完善,诸多信息没有得到党委政府的重视和采纳,在一定程度上削弱了民意信息作用的发挥。本文认为,完善政协社情民意沟通机制将有效促进政协组织更好履行职能,促进各级党委政府科学决策和民主决策,促进国家治理体系和治理能力的现代化。正是基于此,本文选取政协社情民意沟通机制作为研究对象,首先对社情民意、沟通机制含义进行了初步探讨,尝试运用群众路线理论、协商民主理论和科学决策理论,分析完善我国政协社情民意信息沟通机制的理论基础和现实意义,通过回顾政协社情民意信息工作的发展历程和沟通机制运行的基本情况(以南京市政协为例),反思政协沟通机制中存在如反馈机制尚未完善等不足和问题,提出了要发挥理论学习和研究的引领和促进作用,国家顶层设计推进改革,科学设置直报途径,完善党政受理和反馈制度等对策和建议。更多还原

【Abstract】 Reflection on social conditions and popular sentiment not only plays an important role in performing the functions of political consultation, democratic supervision and political participation on the part of CPPCC, but could reasonably serve as a key means to improve the decision-making and government capacity of party committees and governments at all levels. For many reasons, the communication mechanism thus described, however, needs improvement and a huge amount of information fails to be emphasized and adopted by party committees and governments, to the discouragement of, in part, the role played by popular sentiment. Improvement in its communication mechanism of CPPCC will promote the performance of functions, scientific and democratic decision-making of party committees and governments at all levels and the modernization of the national governing system and governing capacity. Thus, this paper treats of the communication mechanism of social conditions and popular sentiment. First of all, a preliminary analysis is given of the meanings of social conditions, popular sentiment and communication mechanism and the theoretical basis and practical significance of the CPPCC communication mechanism of social conditions and popular sentiment come to light in an attempt to apply the theories of mass line, consultative democracy and scientific decision-making. By reflecting the history and basic conditions of communication mechanism of CPPCC social conditions and popular sentiment (mainly Nanjing Committee of the Chinese People’s Political Consultative Confrencence, for instance), disadvantages and problems of CPPCC communication mechanism like imperfect feedback mechanism are reflected and the leading role and impact of theoretical study and research are put forward, alongside the countermeasures and suggestions for reform promotion based on national top-level design, direct report based on scientific setting and improvement in party and government handling and feedback system.更多还原
