【摘要】 自从我国加入WTO后以及《世界烟草控制框架公约》的签署以来,我国烟草行业便迎来了新的考验与挑战。烟草工业企业想要在激烈的市场竞争环境下生存,就必须依靠技术创新与技术进步,采用科学的项目管理方法开展技术改造项目,以提高企业自身的核心竞争力。项目管理指挥部作为技术改造项目的具体实施管理单位,如何进一步提高其组织有效性,更加科学地对工程项目进行管理,确保工程保质保量的如期完工,是目前亟需解决的问题。本文以JS中烟工业有限责任公司XZ卷烟厂A技改工程项目指挥部为例,以组织有效性理论以及组织管理相关理论为依据,以项目指挥部实际工作为基础,对指挥部的全体成员进行了问卷调查。通过本次调查研究,发现XZ卷烟厂A技改工程项目指挥部组织有效性存在问题,影响其组织有效性的主要问题有一下几点：一是工作职责划分不合理,岗位定位存在漏洞；二是组织缺乏沟通协作,交叉作业问题严重；三是工作流程存在明显冲突。通过对这些问题的分析并依据BPR业务流程再造理论,对项目指挥部的工作流程进行梳理整合,精简冗余业务工作流程,设置项目小组及项目小组负责人等方面提出了具体的解决措施,通过流程优化形成新的项目组织结构,达到提高项目指挥部的组织有效性的目的。本文通过对项目指挥部组织业务流程进行分析与优化,对提高项目指挥部组织整体运行效率与管理水平有较强的借鉴意义,也为工程后续建设提供了有力的保障。更多还原

【Abstract】 As China has joined the WTO and signed the World Health Organization Framework Convention on Tobacco Control (WHO FCTC), the Chinese tobacco industry is facing huge tests and challenges. Especially for tobacco industry enterprises, if they wanted to survive in the future market competition, they had to emphasize on technological innovation and advancement. They should utilize the project managing approaches scientifically to launch a reform in technology in order to enhance their core competence. As a specific implementation organization Project-Project management headquarters, how to further improve the effectiveness of the organization, so that the project in the implementation of the process more efficient, quality and quantity to complete the project construction is a problem that needs to be solved in front of the enterprise.This thesis has taken the project management organization of the A technological transformation engineering project of JS Tobacco Industry Ltd. XZ Cigarette Factory as example, in the theory of organizational effectiveness and organizational theory as the basis, combined with the actual situation project undertaken by the organization headquarters was investigated. Through this research, we found the A technological transformation engineering project headquarters organizational effectiveness problems, the main problem affecting their organizational effectiveness include the follow ones:First, the division of duties unreasonable, job Location loopholes; Second is to organize a lack of communication and collaboration, cross-operating problem is serious; Third workflow obvious conflict.Through the analysis of these issues in conjunction with the BPR business process reengineering, project headquarters sort integrate workflow, streamline redundant business processes, the project team and the project team set up people in charge put forward concrete solutions, through process optimization project to form a new organizational structure, to achieve the purpose of improving the project headquarters organizational effectiveness.Based on the project headquarters organizational business process analysis and optimization, to improve the overall operation of the project headquarters organizational efficiency and management level there is a strong reference, but also for the subsequent construction of the project to provide a strong guarantee.更多还原
