【摘要】 城镇化是现代化的一个重要标志,推进城镇化有助于解决“三农”问题,消除农村贫困,促进经济持续快速增长,推动区域协调发展,扩大内需和促进产业升级。积极推进中国特色新型城镇化建设,这是我国城镇化转型发展的新思路,是中国广大农民的迫切愿望,是富裕农民、造福人民的重要途径,这将助推我国早日实现中华民族伟大复兴的中国梦。在实践基础上经过不断探索,当前我国立足于基本国情,从实际出发,提出发展中国特色新型城镇化,走具有中国特色的新型城镇化道路。这是我国当前城镇化战略的主要方向,它具有深厚的理论基础。一方面,马克思、恩格斯坚持唯物史观,立足于社会历史发展规律,着眼于未来,提出了自己的城乡融合理论,指出城乡关系由分离到对立再到实现城乡融合是社会历史发展的必然,且是一个漫长复杂的过程,阐明了城乡关系发展的一般规律。这为中国特色新型城镇化建设提供了基本的理论依据和方法论指导。另一方面,改革开放以来,中国共产党从我国国情出发,以马克思主义的城乡融合思想为指导,通过对城镇化发展规律的不断探索,创新性地提出了中国特色城镇化的发展思想,这为中国特色新型城镇化建设提供了直接理论指导。中国特色新型城镇化,就是在科学发展观的指导下,立足于我国基本国情,坚持以人为核心,着重解决民生问题,以城乡居民的根本利益为焦点,以推进农业转移人口市民化为主要任务,促进城乡居民机会均等和成果共享,走健康、均衡、和谐、可持续发展的城镇化之路。当前我国积极推进中国特色新型城镇化建设并初见成效,对其理论的认识有所提高,体制机制有所改善,中国特色新型城镇化建设格局逐渐形成,未来发展空间很大。然而,目前其建设过程中也存在许多问题,主要表现在城镇化质量不高、存在不完全城镇化问题,农民市民化严重滞后,城市内部发展不平衡。究其原因主要是制度、体制方面的局限,当然还有思想认识以及个人自身方面的原因。如果这些问题得不到解决,中国特色新型城镇化建设将举步维艰,最终实现人的城镇化,提高城镇化质量任重而道远。鉴于此,推进中国特色新型城镇化建设,必须转变观念,采取新的总体战略思路,积极探索新的有效路径,完善发展机制,加快推进相关制度改革,切实提高城镇化质量,推动城镇化健康、有序发展,最终实现城镇化质量的全面提升。更多还原

【Abstract】 Urbanization is an important symbol of modernization. Urbanization is an important way to solve the problem of agriculture, countryside and farmers and eliminate rural poverty. It is the main power to pull the economic growth continuously and quickly, a powerful support to promote balanced development among regions, is one of the important gripper to expand domestic demand and promote industrial upgrading. In the new era, our country actively promote the new urbanization, this is a new thought on the development of the urbanization transformation in our country, is the urgent desire of the broad masses of farmers in China, is an important way of promoting the rich peasants and benefiting people, will push our country realize the Chinese dream of the great rejuvenation of the Chinese nation.On the basis of practice after continuous exploration, the current our country based on the basic national conditions, from set out actually, put forward the development of new type of urbanization with Chinese characteristics, go with the person this new path of urbanization with Chinese characteristics. Adhere to promote new urbanization with Chinese characteristics, its ultimate purpose is to realize the urbanization, this is the main direction of current urbanization strategy in our country, it has a profound theoretical foundation. On the one hand, Marx and Engels puts forward his own theory of urban and rural integration based on the social and historical development rule, with an eye to the future. They points out that the relationship between urban and rural areas by separation to opposing to realize the integration between urban and rural areas is the necessity of social historical development, and is a long complex process, illustrates the general rules of the development of urban and rural relations. This for our country people-oriented new urbanization with Chinese characteristics provides the basic theoretical basis and methodology instruction. On the other hand, since China’s reform and opening up, the communist party of China from China’s national conditions, guided by the marxist ideas of urban and rural integration, based on the law of urbanization development continuously explore, creatively and proposed the idea to the development of urbanization with Chinese characteristics. This is the guiding ideology of the construction of the urbanization. In our country, this provides a theoretical guidance directly for new urbanization with Chinese characteristics.New urbanization with Chinese characteristics is under the guidance of the concept of scientific development, based on in China’s basic national conditions, adhere to the people-oriented, to promote the well-being of urban and rural residents as the starting point and the foothold. It pay attention to people’s livelihood and social problems, accelerate to promote the transfer of agricultural population urbanization process, promote the sharing of urban and rural residents equal opportunities and achievements, asymptotic, equality, tolerance, security, harmonious and sustainable development of urbanization. Current our country actively promote new urbanization with Chinese characteristics and produced results, improve the understanding of its theory, systems and mechanisms improved, new urbanization with Chinese characteristics will be gradually formed, the future development space is very large. However, at present, there are also many problems in the process of its construction. This mainly manifested in the urbanization quality is not high, "half" of urbanization problems. The main reason is the limits of the system, the system aspect, and of course ideological understanding, and personal reasons. If the problem is not solved, new urbanization with Chinese characteristics will be struggling, finally realizes urbanization, improve the quality of urbanization have a long way to go.In view of this, advancing the new urbanization with Chinese characteristics will have to take a new train of thought, actively explore a new effective path and establish new long-effect mechanism, and raise the quality of urbanization effectively, to promote the healthy and orderly development of urbanization.更多还原
