【摘要】 工程是现代文明和社会发展的重要物质载体。良好的工程建设和运行,不仅可以造福当代人,还可以造福子孙后代；而不良的乃至失败的工程,特别是重大建设工程的失败,必然给自然生态系统和社会系统造成严重的负面冲击。市政工程是国家基础建设工程,是城市生存和发展必不可少的物质基础,是提高人民生活水平和对外开放的基本条件。作为市政工程活动核心环节的工程决策,因其涉及技术、经济、环境和社会等领域,影响广泛而深远,牵涉诸多利益主体,故具有复杂性和困难性。我国市政建设工程领域长期存在着决策失误率高、形象工程泛滥、“豆腐渣”工程频现、工程贪腐等问题。因此,市政工程活动的健康发展需要科学、民主的决策,需要公众的参与。然而,公众参与市政建设项目决策过程的效果,不仅与公众参与方式有关,还受到项目特征的影响。选择科学合理的公众参与方式,才能将民主决策和科学决策的原则贯彻到市政建设项目决策过程中；才能更好地回应公众对项目的合理意见和诉求,实现公众的实质性参与。本文研究了市政建设工程的特征以及我国当前公众参与工程决策所存在的问题,构建了公众参与机制系统。论文有利于促进我国公众参与市政建设项目决策过程的稳步发展,具有重要的意义。更多还原

【Abstract】 Engineering is one of the major material supporters of modern civilization and social development. If the project is completed in good condition, both the contemporary and future generations will get benefits from it. But on the contrary, natural ecological system and social system may cause serious negative impact in failure projects, especially in the major construction projects.Municipal Engineering is the basic construction of the country, is the essential material basis for the survival and development of the city, it is the basic condition for improving the living standards of the people and the opening to the outside world.Project decisions, as the core link to its construction processes, have the complexity and difficulty, because many areas such as technology, economy, environment and society will get involved in them. There are many problems in the municipal engineering construction region, such as high decision-making errors, flooding image projects, jerry-built projects, high-profile land and real estate projects etc. Introducing public participation in different areas of project decision-makings is not only directly linked to the methods of its participation but to the features of construction projects. The scientific and reasonable way of public participation, can not only guarantee the democratic and scientific project decisions, but also ensure reasonable social public opinion and requirements to realize the substantive participation by the public. Therefore, it is significant for us to study the projects’characteristics, the current problems of public participation in project decision-making, and to make the comparative analysis with foreign public participation so as to promote the steady development of the public participation in municipal construction project decision-making process.更多还原
