【摘要】 近年来,我国政府投资项目金额巨大且呈增长趋势。2009年我国全社会固定资产投资中,资金来源为国家预算内资金的为12685.73亿元,2010年为13012.75亿元,增长率为2.58%;2011年此金额增加至14843.29亿元,增长率为14.06%,投资额和增长率都有显著提高。此外,还有通过银行贷款等融资方式筹资的政府投资项目,对我国经济发展影响日趋显著。基于近年来,越来越多的政府投资建设项目上马,投资规模越来越大,资金筹建便成为是政府要考虑的一个重要因素,在这种大背景下,BT模式应运而生。其中,政府投资BT项目的科学决策,便是项目成败的关键,需要法律、法规、制度的支撑。在积极发展经济、扩大投资的大环境下,本文从政府投资BT项目的影响因素为切入点,分析我国政府投资BT项目决策影响因素,并给出政府投资BT项目决策的合理化建议。在经过文献阅读分析后,本文提出了政府在BT投资项目决策中的各项影响因素,并采用专家调查综合评比法对这些因素进行分析排序,结合两个具体工程项目案例对影响因素进行分析。通过对于影响政府BT投资项目决策因素定性和定量的分析,为政府在今后此类项目的决策中提供决策依据和决策方法。更多还原

【Abstract】 In recent years, a huge amount of government investment projects were constructed. It keeps being a growing trend. In 2009, fixed asset investment of China for the state budget funds for 1.268573 trillion Yuan, In 2010,it’s 1.301275 trillion Yuan, an increase of 2.58%;in 2011, it increased to 1.4843.29 trillion Yuan, the growth rate is 14.06%, investment and growth rates have improved significantly. In addition, there are government investment projects financing through loans and other ways, the impact of China’s economic development is more and more obvious. Capital construction has become an important factor for the government to consider, in the context of this, BT projects emerge as the mode required. Among them, the scientific decision-making of government investment BT project, is critical to the success of the project, needs the law, regulations and system support. Under the positive development of economy and the expansion of the investment environment, this article analysis the influence factors of government investment BT project in China, gives reasonable suggestions to decision of the government investment BT projects. Through the analysis of literature reading, this paper puts forward the influence factors of government in the decision of the BT projects, uses the method of expert investigation to sort these factors, combined with two specific project cases on influence factors and optimization suggestions to explain. Through qualitative and quantitative analysis for the influence of the decision factors of government investment BT projects, provides a basis and method for decision making of such projects for the government in the future.更多还原
