四川省畜禽养殖污染防治现状评估及防治体系研究

【摘要】 在工业污染和生活污染受到日益重视,处理技术日趋完善,国家政策和资金不断投入的大环境下,工业源和生活源的污染治理已经取得了较大的成效。而四川省作为农业大省,畜禽养殖污染作为农业污染源的重要组成部分,因其被处理模式灵活多样、所在地区普遍经济水平和管理水平较低等多种因素制约,已经逐渐成为部分地区经济发展和环境保护的主要矛盾。本文以四川省环境保护厅常态科研课题“四川省环境污染防治技术水平与绩效评估-水污染防治卷”为依托,2011年四川省环境保护厅环境统计数据为主要依据。论文通过大量文献资料的调研和实地调查,从四川省畜禽养殖业的规模与分布、主要污染物总量及地域差异、畜禽养殖污染治理效果及资金投入情况等多方面评估了四川省畜禽养殖污染防治现状,筛选四川省范围内112家具有代表性的规模化畜禽养殖企业为评估背景,选取化学需氧量去除率、氨氮去除率、总磷去除率三个污染治理效果指标,配套农业面积、有机肥转化率、沼气转化率、干清粪和发酵床养殖模式四个减量化、无害化、资源化指标,提出了针对规模化畜禽养殖企业污染防治水平的评估模型,结合处理规模,对规模化畜禽养殖企业污染治理模式进行绩效评估。在对现状进行全面评估之后,论文基于2011年四川省环境保护厅环境统计数据,分别从污染预防技术;减量化、无害化、资源化技术;末端治理技术三个方面进行研究,构建了四川省畜禽养殖污染防治体系,并总结出适合四川省现状的畜禽养殖污染防治技术,进而根据养殖规模提出最佳可行组合技术。结合四川规模化畜禽养殖污染治理实际工程,通过典型案例研究,进一步验证了畜禽养殖污染防治最佳可行组合技术的实用性。本研究可为四川省畜禽养殖污染防治提供理论依据和决策参考。

【Abstract】 Received increasingly attention, in industrial pollution and life pollution treatment technology has become increasingly perfect, national policy and the fund’s investment environment, industrial source and the life source of pollution control has made great achievements.And as a big agricultural province, sichuan province, livestock and poultry breeding pollution as an important part of agricultural pollution, because it is common processing mode flexible, region economic level and low management level of a variety of factors, has gradually become the main parts of the economic development and environmental protection contradiction.This article is based on the normal scientific research project of Sichuan Province Environmental Protection Bureau, "Sichuan province environmental pollution prevention and control technology level and performance evaluation-water pollution prevention and control",guide under the premise of environmental protection bureau of sichuan province in 2011 the environment statistical data as the main basis.This article on consulting a large number of literature and national, local livestock and poultry breeding pollution prevention guide, from the size and distribution of livestock and poultry breeding in sichuan province, the main pollutant total and regional differences, livestock and poultry breeding sensors and actuators, pollution control effect and investment situation of livestock and poultry breeding in sichuan province to assess the current situation of waste water control.This article constructed a for large-scale livestock and poultry breeding enterprise evaluation model of pollution control level, screening of sichuan province within the scope of 112 representative large-scale livestock and poultry breeding companies to assess background, selecting, removal rate of NH3-N, TP removal rate and COD removal rate three pollution index for the effect of governance, supporting agricultural area, organic conversion rate, the methane conversion, dry collection cultivation and fermentation bed model four index of Recycle, Reuse and Reduce, according to the scale of processing, to the scale of livestock and poultry breeding enterprise pollution governance model for performance evaluation.After an all-round evaluation of the status quo, the article put forward by Recycle, Reuse and Reduce and end-of-pipe treatment of sichuan province livestock and poultry breeding pollution prevention and control system. And according to the environmental protection bureau of sichuan province in 2011 environmental statistics, respectively from the pollution prevention technology; Recycle, Reuse and Reduce technology; End-of-pipe treatment technology to study the three aspects, summarizes suits the present situation of livestock and poultry breeding pollution prevention and control technology of sichuan province, and put forward the best possible combination according to the scale of farming technology. In several large-scale livestock and poultry breeding pollution control engineering research, the article selected a representative in sichuan province, has been built for the normal operation of pollution control facilities, case analysis of previous research for further verification.This article could provide theoretical basis and decision-making reference for the prevention and control of livestock and poultry breeding in Sichuan province.
