【摘要】 在我国小城市城镇化进程加快和高铁建设浪潮的背景下,高铁对沿线城市的影响及小城市高铁站片区规划逐渐引起我们的关注。高铁站片区是小城市近期的发展重点,是城市的门户,是未来的城市次级中心。现今国内大部分的研究都偏向大城市及其高铁新城,对小城市研究较少。如何理清高铁对沿线城市的影响及差异,处理好高铁站片区与旧城的关系；如何准确的对小城市高铁站片区进行功能定位、预测开发规模、选择恰当产业等问题都值得我们去探讨。本文以小城市为研究对象,旨在针对小城市高铁站片区规划出现的部分问题,总结现有国内外高铁站片区规划相关理论与实践经验,分析归纳得出可行的结论并进行应用。确定研究范围和技术路线后,首先对国内外理论研究进展进行综述,总结以日本和法国为代表的国外高铁站区的发展经验,并指出国外经验本土化应用的局限性。再理论研究和案例分析相结合,梳理高铁对区域城镇体系和沿线城市产业结构、空间布局、土地利用等因素的影响、并以成绵乐高铁为例指出高铁对沿线城市的可达性、城市地位、经济作用的影响差异；继而通过分析站区规划与小城市之间的关系,发掘高铁带动作用的关键,提出了高铁站区规划应与小城市的协调发展的规划策略；然后针对小城市高铁站片区规划和开发过程中出现的问题,对站区功能定位、人口与城市规模预测、产业定位、土地开发等核心要素进行研讨并提出建议和策略。理论研究之后,将研究结果应用到实例——天下名山站片区规划中,对其功能定位、土地利用、产业定位等进行验证,并对其空间结构、城市设计等进行探讨。最后是对本文的总结,提出研究不足和展望。更多还原

【Abstract】 Under the urbanization process and the construction of high-speed rail background, small city high-speed rail station area planning has gradually attracted our attention. High-speed rail station area is the recent focus on the development of small city, city portal, center in the future. Many researches pay more attention on big city and big city rail metro, so the small city is selectively ignored, blindly imitate city planning also makes its consequences. How to scientific clarify the impact of HSR on the different scale city, how to deal with the old city, how accurate functional orientation, predict the developing scale, industry selection and so on are worth us to explore.This paper takes the small city as the research object, aims to summarize the existing domestic and foreign high-speed rail station area planning related theory and practice experience, analyze and conclude the feasible conclusion and application, summary by Japan and France as representatives of foreign high speed railway station area development experience and points out the limitations of the foreign experience of the localization application. Combined with theoretical research and case analysis, summarizes the high-speed rail on regional urban system and the city’s industrial structure, space layout, land use and other factors, pointed out that the impact of high-speed railway on the city along the accessibility, city status, economic effect difference; by analyzing the relationship between planning and the small city the key to explore high iron leading role, put forward the planning of high-speed rail station planning should be coordinated development strategy and the small city; in the small city of high-speed rail station area planning and development issues, to discuss its function, forecast, population and city scale industrial location, land development and other core elements and put forward some suggestions and strategies. After the theoretical research, the further application of the above research results applied to the example, the functional location, city size, industry positioning problem is focused on the study, the spatial structure, land using planning, urban design, transportation planning, finally puts forward the conclusions and recommendations of the small City high-speed railway station area planning.
