PPP模式在综合管廊项目中的应用研究

【摘要】 伴随着我国城市化进程的发展,在市政管线扩容、更新、维修过程中,老旧城区传统直埋管线“马路拉链”、“蜘蛛网”等问题凸显,综合管廊成为新城区建设以及老旧城区改造中市政管线的发展方向。但是由于综合管廊建设需要资金巨大,政府财政能力有限,为解决融资难题,我国政府开始大力推广PPP模式,不仅能够解决管廊融资难题,有利于引进先进管理经验,还能够有效分担风险。目前,综合管廊PPP建设处于起步阶段,项目建设过程中缺乏理论基础及实践指导,如何保证综合管廊PPP项目的顺利实施成为管廊建设的重点。本文采用理论与实践、定性与定量相结合的研究思路,针对PPP模式在综合管廊项目中的应用进行分析。首先,对综合管廊的特性、PPP模式与综合管廊项目的契合性以及引入PPP模式的优越性进行分析,确定综合管廊项目引入PPP模式的可行性;选定BOT模式,设计综合管廊PPP项目运作框架。然后,根据综合管廊PPP项目特征以及具体运作过程,分析项目实施难点——各管线单位之间的协调管理、收费定价方法的确定、风险的识别和应对,并确定三大实施难点的应对措施。最后将应对措施应用于实际案例中,分析应对措施的可行性,为PPP模式在综合管廊项目中的应用提供理论基础与实践指导。通过以上内容的研究,论文取得的研究成果主要有:对综合管廊特性进行分析,确定综合管廊PPP项目的运作框架;提出各管线单位之间协调管理的措施;综合考虑各参与方的利益,制定了综合管廊的收费参考模型;对其主要风险进行识别分析,提出合理的风险分配建议及可行的风险应对措施。
【Abstract】 With the high-speed development of urban construction, there highlights some problems such as "the road zipper", "spider web" in the process of traditional buried pipelines expansion, updating and maintenance. The utility tunnels construction became the mainly direction of new town construction and old town reconstruction. However, due to the utility tunnels construction needs huge funds, fiscal capacity is limited. There is the financing problem in the process of urban infrastructure construction. So PPP model has been generalized. The model can not only solve the financing difficult, but also introduce advanced management experience, share risks effectively.At present, urban infrastructure construction are still at an initial stage, the project construction lack of theoretical basis and practical guidance. Guarantee the successful implement of PPP projects become the key of the construction. This paper adopted the research idea of the combination of theory and practice, qualitative and quantitative, and analyzed the feasibility and application of PPP models in utility tunnels. Firstly, analysis the characteristic of the utility tunnels, the agreement character between PPP mode and utility tunnels and the superiority of PPP mode, to determine the feasibility of PPP to utility tunnels. Selected BOT mode, make the project operation framework. Then the paper puts forward three main difficulties which are project organization coordination management, toll pricing and risk management, and makes specific measures. Finally applies the proposed measures to the instance, analysis the feasibility of measures which can provide theoretical basis and practices guidance for the application of PPP model in utility tunnel construction.Through the above research content, this paper obtains some research achievements as follows:Analyzing the characteristic of the utility tunnels; Designing the project operation framework; Making measures to coordinate between the various units; Considering the interests of all parties, constructing the charge reference model; Proposing reasonable risk allocation recommendation and feasible risk response measures.
