【摘要】 资源型城市是我国重要的资源保障与供给基地。随着自然资源长期、大规模、无序地开采,资源型城市面临资源枯竭、生态环境破坏严重、城市基础设施建设滞后等一系列问题,这些问题成为制约其可持续发展的瓶颈,资源型城市经济转型迫在眉睫。2013年,国务院公布的《全国资源型城市可持续发展规划(2013-2020年)》中,明确了我国资源型城市的数目和类型,重点提出了各类城市的转型任务。朔州市被确定为成长型资源型城市,该市经济转型被提到议事日程。朔州市具有两大推动经济发展的资源优势,一是煤炭资源,一是旅游资源。目前,随着对煤炭资源的大量开采,该市煤炭资源优势已不再凸显,而旅游资源优势还未能转化为产业优势。该市旅游资源丰富而具有特色,充分发挥旅游资源优势有助于推动经济转型发展。因此,在资源型经济转型背景下研究朔州市旅游产业发展,对朔州经济转型发展具有十分重要的现实意义。本文选择典型的成长型资源型城市——朔州市为研究对象,在对旅游产业发展与经济转型进行耦合分析的基础上,分析了旅游产业发展现状及存在的问题,重点提出了加快旅游产业发展以推动经济转型的对策。文章总共分为五个部分:第一部分是引言,分析了选题背景及意义,梳理了国内外研究成果,明确了研究内容及研究方法,说明了主要创新之处与不足;第二部分是基本概念与相关理论,界定了资源型城市、资源型经济转型、旅游产业的概念,阐述了经济转型理论、产业发展理论、耦合理论及可持续发展理论;第三部分是文章的重点,从定性与定量两个方面对朔州市旅游产业发展与经济转型进行了耦合分析;第四部分分析了朔州市旅游产业发展现状及存在的问题;第五部分重点提出了加快旅游产业发展的七大对策建议。该论文旨在为朔州资源型城市转型中加快旅游产业发展提供决策参考。更多还原

【Abstract】 The resource-based city is an important energy supply base of our country. Due to the long-term predatory exploitation, resource-based cities are facing a series of problems—— resource depletion, serious damage to the ecological environment and the lag of city infrastructure construction, which become a bottleneck to restrict the sustainable development of the resource-based city. Therefore, the restructuring and development of resource-based city is imperative. November 12, 2013, State council issued the "national resource-based sustainable urban development plan(2013-2020)" for issues of resource-based cities. The contents of the provisions include the number and type of the resource-based city and the transition tasks of all kinds of cities.Shuozhou City is classified as the growing resource-based city, which means the city’s economic transition is about to be taken into the agenda. Shuozhou City possesses two obvious advantages——coal resources and tourism resources which are beneficial to the economic development. At present, with a large number of mining of coal resources, the advantage of coal resources is no longer prominent while the advantage of tourism resources has not been converted into industrial advantage. We should make the most use of its rich and distinctive tourism resources to boost economic restructuring and development. Therefore, the study on the development of tourism industry in Shuozhou City under the background of the transition of resource-based economy has important practical significance for economic restructuring and development of Shuozhou.This paper chooses the typical growing resource-based city, Shuozhou City as the research object. Based on the coupling analysis of economic transition and tourism industry, this paper analyzes the current development of the tourism industry and the existing problems, puts forward the countermeasures to accelerate the development of the tourism industry to promote economic transition. This paper consists of five parts.The first part is the introduction. This part analyzes the background and significance,summarizes the domestic and foreign research results, describes the research contents and research methods, and discusses main innovations and shortcomings. The second part introduces the basic concepts and related theories. This part elaborates the definition of resource-based city, the transition of resource-based economy, the tourism industry. It also describes the theory of economic restructuring, industrial developmenttheory, the coupling theory and the theory of sustainable development. The third part is the focus of the paper. I do coupling analysis of tourism industry and economic transition of Shuozhou City from qualitative and quantitative aspects. The fourth part analyzes the present situation and existing problems of the tourism industry development of Shuozhou City. The fifth part puts forward seven countermeasures and suggestions to accelerate the development of the tourism industry. This paper aims to provide a reference for the development of tourism industry in Shuozhou City.更多还原
