基于关键链管理技术的ASB公司项目进度管理研究

【摘要】 科技研发项目作为一类特殊的项目群体,其目标的完成是通过一系列特定的具有创新性的研发活动对相关资源进行系统的安排来实现。科研项目的进度管理有别于一些日常性工作较多的项目,其有效进度管理的难度更大,本文研究的HDS中试放大生产项目作为ASB公司商业计划的起始项目,急需一种有效的项目进度管理方法来实施管理。关键链进度管理方法在项目进度管理过程中考虑了各项资源间的冲突问题以及活动间的逻辑关系,并且通过设立项目缓冲区消除项目中不确定因素所造成的影响,在对项目运行成本控制、项目工期缩短、资源优化配置有着重要的意义。本文首先研究了国内外当前关键链项目进度管理方法的研究现状,然后对ASB公司项目管理现状进行了研究,分析讨论了ASB公司的项目特点和项目运行中的资源受限、技术延迟性、技术突破不确定性等主要存在问题,提出了关键链进度管理方法对项目进行优化管理。本文在关键链管理技术理论基础上建立了关键链项目进度管理模型,包括有项目进度计划模块和项目进度控制模块。本文对缓冲区大小设置进行了重点研究,分析了项目运行过程中关键链上的技术任务不确定性对项目进度的影响,采用平衡记分卡法、德尔菲法、熵权法对关键技术任务的不确定性系数进行评估计算,再结合根方差法最终计算出缓冲区大小。本文在传统的三级预警机制以外创新的增加了项目团队效能的监督管理机制,实现了缓冲区的有效管理。为了更加有效的对项目进行管理,本文进一步提出了项目激励机制。最后,在ASB公司HDS中试放大生产项目的实证研究过程中,通过关键链管理技术的进度管理方法,进度管理过程取得了不错的效果,进度计划和控制更加合理有效,并且为关键链管理技术在科研项目中的应用提供了借鉴和参考。

【Abstract】 As a special project group, the completion of the goal of scientific research project is through a series of specific and innovative R&D activities to arrangement the related resources. Schedule management of scientific research project is different from other projects which have more routine works. The effective of schedule management of scientific research is more difficult. In this paper, as the starting project of ASB company, HDS pilot enlarge production project is badly in need of an effective project schedule management method. Critical chain schedule management considers logical relationship of various resources and activities, and though buffer sizing to eliminate the impact of the uncertain factors in project, it also has great significance on controlling project cost, shorten project period, optimizing allocation of resources.Firstly, this research status analyzes the current research of chain management, and then further analyzes the present situation of ASB Company construction project scheduling management. Through analyzing the characteristics of project in ASB Company, and discusses the major problems in limited resources, project delayed, technological breakthroughs uncertainty, and so on, this paper put forward the critical chain schedule management method to optimize the project management. Based on the theory of critical chain management technology, this paper establishes the critical chain project schedule management model, including the project schedule plan module and project schedule control module. This paper researches on setting of buffer size, and analyzes the technology uncertainties’ influence on the schedule project of critical chain technology in the process. By using balanced scorecard, Delphi, and Entrop-weighting, paper evaluates and calculates uncertainty coefficient of the key technology task. And then, by using RESM, it calculate the buffer size. Beside the traditional three level warning mechanism, this paper adds project team effectiveness, and realizes the effective management of the buffer. In order to make the project management more effective, this paper develop an incentive system of the project.Finally, in the process of empirical research of HDS pilot enlarge production project in ASB company, because of the critical chain schedule management, schedule management achieves good results, a more reasonable schedule, schedule control more effective. And this research provides reference for the application of scientific research project with critical chain management.
