【摘要】 社区是我国社会进程中的高级产物,是现代社会的基本单位之一。社区的稳定、健康发展是我国现代社会发展重要基础。改革开发以来,伴随着我国经济的快速发展,我国城镇化水平也有了明显的提高。而城镇化的迅速发展,也相应的带来了城乡两极化的不断扩大。想要社会的健康发展,就必须在保持城镇化继续发展的同时转变农村发展方式,农村社区建设就是这个时代应运而生的产物。社区的发展有着不同的组织形式,在我国广大的农村地区,社区的形式为农村社区。农村社区是相对于城市社区以及我国农村传统的行政村而言的,它是一个更加富有弹性的组织形式。重视农村社区的发展,对于构建我国社会主义新农村建设有着重要的作用。农村社区的健康发展,从宏观的角度来说,对于我国社会主义新农村建设有着重要的推动作用；从微观意义来说,它更多的尊重了农民在农村发展中的主体地位,对于增加农村居民建设当地农村的积极性、农村结构的优化调整、维护农民的切身利益等方面都有着密切的作用。也就是说,农村社区的发展,不仅有着最基础的经济功能、政治功能、文化功能,更有着极大的建设功能。在城镇化建设不断发展的今天,各地一直努力于市区的现代化建设与发展,同时,将市区的发展与区县的发展紧密结合起来,拓展市区发展的辐射范围,扩大城镇化的发展范围,为了将城镇中心村的建设成为新型的农村社区。在城市的发展规划中,新型农村社区的发展有着举足轻重的地位。新型农村社区的建设,将使得城镇化建设成为地区城市发展的载体。加强公共服务设施以及配套设施的建设,加大文化建设的力度,整合社区当前现有资源,结合新型城镇化建设的重要战略,努力将新型农村社区建设成为对区域经济发展有着重要推动作用的核心部分。本文首先就研究的主题进行了相应的理论分析。通过对于研究的目的、相关的理论和相关概念的研究,为课题后期的研究组做好了充足的准备工作。其次笔者在国内外地区农村社区发展较为完善的地区,选择了几个案例进行分析。国外地区农村社区相较于我国国内来说建设起步早,至今已经形成了较为稳定的发展模式,非常值得我们借鉴和学习。在这之后,对于肇东市农村社区建设的现状进行分析,突出其中的发展案例,进行分析,进而更加深入的了解肇东市农村城镇化进程中农村社区建设发展的整体水平以及实际发展状况。综合以上,笔者提出了肇东市社区发展存在的问题及针对这些发展中的问题提出了相应的对策。希望可以通过这样的思路,顺利的完成本次课题的研究,得出相应的、实际的并且富有创造性的政策,为肇东市在农村社区建设中遇到困难提供有价值的参考。更多还原

【Abstract】 Community is a senior product in the process of our social, one of the basic unit of the modern society. Community stability and healthy development is the important basis for modern social development in our country. But because of the rapid development of urbanization, the expansion of the polarization between urban and rural areas. If we want to the development of social health, we must keep in urbanization continues to develop at the same time, the transformation of the mode of rural development. The product of the rural community construction is this era arises at the historic moment. The development of the community have different organization forms, in our country, the form of a rural community. Rural community is different from our country city community and rural traditional administrative villages, it is a more flexible forms of organization. Now, the development of our country is still in the and will be in the primary stage of socialism for a long time, attach importance to the development of the rural community, for building new socialist countryside construction in China has an important role. The healthy development of the rural communities, in big ways, for our country to build a new socialist countryside has important role; From small ways, it is much more to respect the principal position of the peasants in rural development, to increase the enthusiasm of the local rural construction of rural residents, the optimization of rural structure adjustment and maintenance aspects such as the farmers’ vital interests are closely. In the development of the city planning, the development of new rural community has a pivotal position. The construction of new rural communities, will make become the carrier of urban development in urbanization construction. At the same time, the combination of village and town, and its modification, optimization of structure, grassroots organizations, to strengthen the construction of public service facilities and supporting facilities, strengthening cultural construction, integrate current existing community resources, combined with an important role in the building of the new urbanization strategy, efforts will be a new type of rural community construction become the core role in promoting regional economic development plays an important part.The subject of this paper is the study of the corresponding theoretical analysis. Through the study for the purpose, the relevant concepts of the theory and research, as the subject in the late team made adequate preparations. Secondly, the author in the rural community development is relatively perfect region at home and abroad, choose several cases for analysis. Foreign rural communities compared with our domestic construction started early, has formed a relatively stable development pattern, very worthy of our reference and study. After that, for ZhaoDong analyze the current situation of the rural community construction, highlight the development case, carries on the analysis, thus further understanding of ZhaoDong rural urbanization of the rural community construction and development of the overall level and the actual development condition. Above all, the author puts forward the existing problems in the development of ZhaoDong community and aimed at these problems put forward the corresponding countermeasures of development.
