【摘要】 推动政府职能向社会组织和团体机构转移,是推动政府职能转变、实现简政放权的重要改革举措。各社会团体和机构的成员来自不同阶层,代表各阶层最直接、最真实的民意,因此,推动社会组织和团体机构参与社会治理,不仅有助于建立起畅通有效的社会治理机制,协调和化解社会利益群体之间的矛盾和冲突,增强民众的政治认同感,而且有利于优化社会组织和团体机构的发展环境,扩大社会公共服务供给,形成政府与社会组织良性互动,进而创新社会管理模式。经过长期的探索、和创新实践,我国已形成了政府与社会团体机构协同治理的模式,社会组织和团体机构成为政府与公民沟通的桥梁和纽带,在实现协同共治的过程中,具有不可替代的独特作用。本文以提高各地各级妇女组织参与社会治理能力为目标,采用案例分析法,对河南省鹤壁市妇女联合组织参与社会治理的情况进行了调查研究,深入分析了该市妇联在参与社会治理过程中遇到的问题,并针对这些问题提出了相对应的解决措施。经过调查研究发现妇联参与社会治理主要存在以下问题：运行资金紧缺、缺乏专业的社会治理人才、组织工作方式比较陈旧。造成问题的内部原因是妇联内部组织各自为政,缺乏强有力的核心管理者,缺乏妇女工作专业人才,内部组织结构单一；外部原因主要是妇联定位不准确,对政府的依赖性强,极大降低了其自主性和独立性。笔者认为需要进一步明确妇联组织的定位、职责；加快吸纳妇联专业人才的步伐,全面提升妇联工作人员素质；打造妇联服务网络平台,整合和利用社会资源,推出具有创新意义且贴合民意的公共产品。更多还原

【Abstract】 Promoting the functions of the government to social organizations and institutions,is the important reform initiatives of government functions’ transformation and decentralization.The members of social iorganizations and nstitutions comes from different classes,they represents the most direct and real public wills.Therefore,social organizations and institutions participates in social governance,can not only establish unobstructed and effective social governance mechanisms,coordinate and resolve social contradictions and conflicts between interest groups,enhance the public’s political identity,optimize the development environment for social organizations,expand the social public services,form positive interaction between the government and social organizations,and then innovate social management mode.After a long period of exploration and innovation practice,our country has already formed the cooperative governance model of government and social organizations.The social organizations and institutions becomes an organization to bridge the government and citizens.They will play an irreplaceable role in the process of cooperative governance.The paper in order to improve the level of Women’s Federation participate in social governance.Through the case of HebiCity,Henan province,we deeply study the practice of Women’s Federation to participate in social governance,analysis the participation of social governance problems,and put forward countermeasures to participate in social governance.Through investigation and research,we found that the problems of Women’s Federation participate in social governance,mainly are the lack of financial support,lack of professional personnel and the working styles of Women’s Federation are backward.Investigate it’s reason,the internal reasons are the lack of strong women managers,lack of professional personnel,and the single internal organization structure.The external reasons mainly are the inaccurate positioning of Women’s Federation and strong reliance on the government,the two reasons greatly reduced their autonomy and independence.The author thinks that must to define clearer positioning and responsibility of Women’s Federation;speed up the pace of attracting women’s professional personnel,improve worker’s personnel quality;build network platform for service,integrate and utilize social resources,and launch innovative public products which conform to public wilis.更多还原
