【摘要】 新出台的《注册资本登记制度改革方案》提出,企业年检制度改为企业年度报告公示制度。要求企业向工商机关报送年度报告并公示,在此过程中,工商部门不再对企业报送的内容进行审核。按照规定企业对年度报告的真实性、合法性负责,工商机关应对企业年度报告公示内容进行抽查。针对数量庞大的市场主体的抽查工作是繁琐而工作量巨大的,需要科学的统筹和严谨的业务流程予以支撑,设计和实现了辽宁工商管理局市场主体公示信息抽查系统。该系统正是在此背景下,提高抽查工作效率,为工商部门提供科学有效的办公平台,根据权限的划分,自然形成一个自上而下的工作业务流程。本文首先介绍了辽宁工商管理局市场主体公示信息抽查系统的项目背景,然后对关键技术进行了介绍,之后本文对辽宁工商管理局市场主体公示信息抽查系统的需求分析、详细设计、具体实现、系统测试等方面进行了论述。通过本文将整个系统及涉及到的业务流程给予了清楚地论述。在系统的需求分析阶段,我们充分的考虑到了行政机关的运行机制,将职务和权限等因素全部考虑在内,为后续工作提供了充分保障；在详细设计阶段,我们考虑到每个模块的具体使用对象进行了有针对性的逻辑设计,保证了整个业务流程有序的进行；在本次设计开发的过程中,应用了系统工程的理论方法对整个过程进行了管理,使用了基于三层架构的B/S模式进行设计,并运用到了WebSphere中间件技术和Sybase数据库技术实现整个系统。更多还原

【Abstract】 According to the newly issued The Registered Capital of Registration System’s Reform Program, Company Annual Inspection System has changed to Company Annual Report Publicity System. It has been required that companies submit annual report to industry and commerce organ by the credit and information publicity system of nationwide companies, and companies have to make publicity to the society. During the process, industry and commerce organ won’t examine.As an important supplement for the impeccable social supervision system, the random inspection of aiming to market entity publicity information which dominated from business sector is also necessary.The random inspection of the considerable market entity is tedious and difficult, it needs scientific overall planning and strict working process to support, design and implement the Market Entity Publicity Information Checking System of Dalian Administration for Industry and Commerce. Under the circumstance, this system has improved efficiency of random inspection and provided a scientific and effective office platform for industry and commerce organ. According to the partition of permission, it has naturally formed a Top-Down working and business process.This article first introduces the project background of our information inspection system, which is used by Liaoning provincial industry and commercial bureau.And then the key technology is described below.The demand analysis, detailed design, specific implementation and system testing of the system are discussed at the end.The whole system and involved business process are shown in this article. In the stage of system demand analysis, we consider the operating mechanism of administrative organs. All factors such as position and authority are included, and they will provide sufficient protection for the following stages. In the detailed design period, we take into account the targeted logical design for specific users to ensure the entire business process orderly. In the specific implementation phase, we overcome a lot of difficulties to make a great improvement for the user experience.During the process of design and development, the systems engineering’s theoretical method has been used to manage the whole process.
