【摘要】 作为一种全过程控制的污染防治方法,清洁生产通过废弃物回收利用、设备更新、工艺改造等途径,达到减污、节能、降耗、增效的目的,实现经济、社会和环境效益的统一。同时,实施清洁生产可以大幅减轻末端治理负担,是企业实现污染物达标排放的有效途径,是实现可持续发展的必要保证。A公司作为炼油企业,是资源能源消耗和污染物产生较多的企业,有效预防环境污染及有效利用资源能源具有十分重要的意义。柴油加氢装置是A公司重要的生产装置之一,通过分析评价装置清洁生产现状,发现装置清洁生产存在问题,通过实施清洁生产审核对装置清洁生产存在问题进行分析,找出原因所在。主要有两方面,一方面是资源能源利用方面,物料损失主要为机泵检修或维护时排空的内部介质等原因造成；另一方面是污染物的产生方面,含硫污水主要为各单元切水等原因造成。根据问题产生的原因,审核小组积极开展工作,科学评审推进清洁生产。确定11项低投入方案,这些方案的实施将有效提升公司的清洁生产水平,同时将显著提升公司的形象；产生、优选、确定1项中高投入方案,将由相关部门择机组织实施。在清洁生产实施过程中,公司应重点围绕优化工艺控制、改进设备操作和维护、原辅材料优化等方面做工作。为持续有效推进清洁生产,需要把清洁生产融入到企业管理中,使清洁生产和企业各项日常管理同步进行,形成常态化、制度化和规范化；还需要把清洁生产融入到企业文化中,营造一种清洁生产文化氛围,最终通过借助企业管理及企业文化的载体,达到持续有效推进清洁生产的目的。同时,本研究可以为同样致力于清洁生产的石油炼制企业及装置提供借鉴,丰富清洁生产管理研究实例。更多还原

【Abstract】 As a kind of the pollution prevention and control strategy of the whole process, the cleaner production is through waste recycling, equipment upgrades, process transformation to achieve the goal of energy saving, consumption, reducing the efficiency and it realized the unification of economic, social and environmental benefits. Meanwhile, the implementation of cleaner production can greatly reduce the financial burden on the terminal treatment,which is an effective way to realize the pollutant discharging standard, and it is necessary to the guarantee of sustainable development. As oil refining enterprise, A company is a large consumption of resources and pollutants generated plant, effective utilization of resources and effectively prevent environmental pollution becomes very important.Diesel hydrogenation unit is one of the important production device of A company, by analyzing the present situation of clean production evaluation device, problems has been found; Through the audit of cleaner production that problems were analyzed, and the cause has been found. There are two main aspects, one is the use of energy resources, the material loss mainly for repair or maintenance of pump and emptying causes such as the internal medium; the other is the sulphur-bearing waste water are major pollutants, for each unit water causes such as cutting.According to the reasons of the problems, the cleaner production audit team worked actively, scientific review to promote clean production.determine the 11 no/low cost programs, the implementation of these programs will effectively improve the company’s cleaner production level, and will significantly enhance the company’s image. The audit team produced optimized, and determined one medium/high cost plan, and it will organized and implemented by the relevant departments. During the implementation of cleaner production, the company has focused on optimization of process control, improvement of equipment operation and maintenance, raw and auxiliary materials optimization work. To continuously and effectively promote cleaner production, cleaner production is required to be integrated into enterprise management, which is to make the cleaner production and enterprise management synchronously, and to form a normal, institutionalized and standardized.At the same time, this research can provide reference as equally committed to the cleaner production of oil refining enterprises and rich management Case studies of cleaner production.更多还原
