【摘要】 政务督查工作作为一个重要的领导环节和领导方法,是确保决策落实、实现政令畅通,提高政府执行力和效率的关键手段。本文以株洲市政务督查工作作为研究对象,首先,对政务督查工作等核心概念进行了界定,对政务督查工作的特点和理论性进行了分析;其次,对株洲市政务督查机构成立前后的政务督查工作进行了比较,总结了取得的成就,对受政府管理传统体制掣肘、效力低于其他监督方式、缺乏独立权力、工作起步较晚等制约因素进行了分析,并切实指出了该工作存在职能重复、级别过低、制度不规范、独立性差、手段落后和作风不严谨等问题;再次,总结了国内上海、惠州、乌鲁木齐、贵阳、濮阳、邵阳、重庆、钟祥、北京西城、深圳等市区政务督查的工作经验,并从国外、国内的经验中得出对株洲市的启示;最后,从国内形势、株洲市情和本职工作出发,对今后株洲市政务督查工作开展提出了四个方面的建议和工作预想:提高工作地位和权威、理顺工作关系和职能、创新工作措施和手段、加强自身建设,从而为株洲市政务督查工作的发展提供了理论与实际操作层面的有益参考。论文第一次以地市级的株洲市为研究点,一定程度上填补了对株洲市政务督查工作研究上的不足;尝试对比分析了国内具有代表性的地市经验使得研究更符合国情、市情;结合自己的工作实际和体会,以局内人的眼光详细阐述了该项工作取得成绩和存在的困难,并提出了具可操作性的对策和建议,研究成果将直接应用于实践,对现实工作更具有指导意义。更多还原

【Abstract】 As an requisite leadership links and its methods, general affairs inspection system is the key to improve the efficiency and executive ability of government, which ensures that the decision to carry out orderly.This paper takes Zhuzhou city as the research object of the supervision and inspection work.Firstly, we defined the concept of general affairs inspection system and the work of general affairs inspection system,and thoroughly analyzed their necessity and characteristics.Secondly, we compared the existing work of general affairs inspection system with the work before institution of general affairs inspection system set up, and summarized the achievements.We pointed out the problems of the existing functions of repetition,analyzed from the low level, system is not standardized, independence is poor, backward and the style is not rigorous, and the traditional system of government management constraints, the effectiveness of less than other ways of supervision, lack of independent power, work started late and so on.Thirdly, exampled the advanced experience of work of general affairs inspection system in Shanghai city, Huizhou city, Urumqi city, Guiyang city,Puyang city, Shaoyang city, Chongqing city, Zhongxiang city,Beijing city Xicheng district and Shenzhen city. We proposed to use advanced experience in abroad for reference. Finally, from the point of view of the domestic situation, and Zhuzhou city in the future work, for the government to carry out inspection work put forward four suggestions and expectations: improve the working status and authority,straighten out the relationship and function, innovation measures and means,strengthen self construction, provides a useful reference in theory and practice to the development of supervision work of Zhuzhou city government.It’s the first time to the city of Zhuzhou as the paper research point, to a certain extent, to fill the gaps in the supervision work of Zhuzhou city government; try to domestic typical city experience makes the study more in line with the national conditions, the situation; based on his own experience and experience are described in detail.
