【摘要】 食品安全问题是居民生活的头等大事,食品安全事故的频发引起中央高层的特别关注。但是食品的产业链相当复杂,无论哪个环节出现问题都会造成产品终端的噩梦。国家自2011年起采取高压态势,对食品安全问题实行零容忍,对不法行为进行严厉打击。食品“放心工程”首先在长沙构建,自实施以来效果显著,但是仍然在食品市场、政府监管、消费监督等方面存在诸多问题,使民众对食品安全监管产生质疑。因此,在借鉴国外先进经验的基础上,针对管制体系建立不完善、企业食品安全固定准则缺失、消费者的知识安全食品意识不高等问题产生的原因,完善尝试食品安全管理体系建设,具有十分重要的理论意义与现实价值。本文通过对国内外食品安全监管理论与实践的比较研究,分析了长沙市食品安全管理现状,研究了食品安全问题导致的原因。长沙市食品安全管理在食物多元化、营养化以及供给总量和品质保证上取得了不错的成绩;与此同时,在企业生产经营、政府监督管理以及消费者监督过程中也存在不完善的情况。造成这些问题的原因主要为管制体系、食品安全固定准则和消费者的食品安全意识这三个方面。通过对原因的分析总结,认识到长沙市食品安全监督存在的问题。结合其他地区食品安全监管的经验,通过对以往文献及资料的归纳,建立健全食品安全管理互动体系、建立健全食品安全管理保障体系、建立健全食品安全管理无缝监管体系提出对长沙市食品安全监管的对策建议。更多还原

【Abstract】 The food is the most important of the word. Food is to maintain the basis of human survival and development conditions, the first premise of sustainable development is to promote society. In recent years, such as tainted milk powder, rice and other food safety incidents in, caused serious threat to people’s physical and mental health, become the government and the livelihood issues of national attention. Food safety is not only unique to China, in the rest of the w orld is still the key to solve the problem. As the economic globalization and trade integration, as population and economic power of China’s role in food safety management is becoming more and more attention. Strengthen the food safety management is not on ly the policy trend of domestic and international development. Changsha as Hunan city, "easy access", in recent years, take various measures to strengthen the food safety management, good management effect. However, relative to other parts of the world and still have a lot of room for improvement in Changsha people’s expectation.This article through to the comparative study of theory and practice of domestic and international food safety regulation, analysis of the current situation of Changsha city food safety management, the research on the causes of the food safety problems. Changsha city food safety management in supply in diversified food, nutrition, and achieved good results and quality assurance; At the same time, in the production and operation of an enterprise, government supervision and management and supervision in the process of consumer is also imperfect.
