【摘要】 历年来,突发公共事件如2008年的冰雪灾害、2010年的南方旱灾、2011年的水灾等,都给湖南省农村地区造成了严重损失。在重大突发事件应急处置中,广播在及时发布信息、传达政令、引导舆论、协助救灾等方面发挥了不可替代的重要作用。应急广播作为我国应急体系的重要组成部分,已列入国家“十二五”规划纲要,要求“十二五”期间基本建成覆盖广泛、反应灵敏的农村应急广播系统。本文主要研究湖南农村广播的应急传播,采用案例分析法和内容分析法,结合前期在湖南广播电台的亲身实践和实地调查,对湖南农村应急广播的整体情况进行分析和把握。首先,在突发事件和危机传播的理论基础上,对突发事件中广播传播的作用进行了分析。针对湖南农村应急广播的现状,从农村应急广播的地位、投入状况和运行模式三个方面进行解析,并分析了湖南农村应急广播的特点和功能。其次,本文在全面调研资料并加以整理的基础上,以案例分析的方法探讨了应急广播在湖南农村的广泛应用,通过“省级应急广播”湖南交通频道近年来突发事件报道的典型事例,分析了应急广播的传播策略。这些策略可概括为:及时启动应急预案,应对突发事件、官媒联动发布权威信息、实行新闻策划战略、推出专题赢得爱心奇迹和融合传播实现最佳效果;随后通过湖南农村应急广播的具体案例,解析了广播应急报道的方式,即预警与防灾救灾报道相结合、全天候不间断滚动报道、常规报道与电话插播灵活处理等方式。本文认为:农村应急广播在及时告知村民信息、减少村民损失等方面发挥了重要作用,但是,湖南农村广播在应急传播过程中也存在一些不足之处:如防灾预警报道理念落后、广播预警体系滞后、农村广播有效覆盖不足、公众危机意识培养不够等。对此,本文从树立应急报道常态化观念、完善广播媒体的应急预案、加强农村应急广播“村村响”工程建设、提升应急广播专业人才队伍素质等四个方面提出了改进建议,旨在进一步提升湖南农村广播的应急传播张力,为其他省市的农村应急广播的发展提供参考和借鉴。更多还原

【Abstract】 In recent years, public emergencies such as snow disaster in 2008, Southern drought in 2010, floods in 2011, caused the rural areas of Hunan Province serious losses. In a major emergency disposal, broadcast has played an irreplaceable role in the timely release information to the general public,convey decree,guide the public opinion, and assist disaster relief. Emergency broadcast as an important part of the emergency response system of our country, has been included in the national “Twelfth Five-year Plan”, the plan required our country basically completed covering a wide range, sensitive response of the rural emergency broadcast system,in the "Twelfth Five-year Plan" period.This paper mainly studies the emergency communication of Hunan Rural Broadcast, using case analysis method and content analysis method, Combined with the practice in Hunan Broadcasting System and field survey, analysis the overall situation of Hunan rural emergency broadcast.First of all, based on the theory of emergency and crisis communication, the broadcast communication in emergencies is analyzed. This paper analysis the present situation of Hunan rural emergency broadcast from the three aspects:The emergency broadcast rural status, status and operation mode, and analyzes the characteristics and functions of Hunan rural emergency broadcast.Secondly, based on the full investigation and sorting out the data, in the form of case analysis to explore the wide application of emergency broadcasting in Hunan rural areas. This paper selected several typical examples of the emergency report of Hunan traffic radio in recent years, analysis the communication strategy of the emergency broadcast. The broadcast media launched the emergency plan promptly,emergency response, linked the government to release the authoritative information,implemented the news planning strategy, launched special news to win the miracle of love and through the convergent communication to achieve the best effect. This article through the concrete case of Hunan rural emergency broadcast to analysis the way of broadcast emergency report, including early warning and disaster relief report combination, all-weather non-stop rolling coverage, regular reports and calling flexible processing etc. These reflect the emergency broadcasting in rural areas play an important role in informing the information to villagers timely and reducing the loss and other aspects.Based on the analysis of the collected data and cases, the thinking and research,Hunan rural broadcast also has some deficiencies in the emergency communication process. The idea behind the early warning and disaster prevention report, the early-warning system of broadcast is lagged,the lack of effective coverage of the rural broadcast And the cultivation of the public crisis consciousness is not enough.These have affected the further development of rural emergency broadcast. In this regard, the paper puts forward suggestions for improvement from four aspects :Establish concepts of the emergency report normalization, improve emergency plans of the broadcast media, strengthen the construction of the project of “Communication with every village” in the rural area and improve the quality of professional personnel emergency broadcast. In order to further enhance the tension of emergency communication of Hunan rural radio, and to provide reference for the development of rural emergency broadcast in other provinces and cities.更多还原
