【摘要】 近年来,重大生态环境事件频发,生态环境问题日益严重,环境污染型工程项目决策失误造成的严重损失已经引起政府等各个方面的高度重视,政府需要对自身在环境污染型工程项目决策中的职责履行情况进行重新审视。环境污染型工程项目决策问题的研究,旨在从环境污染型工程项目决策的特殊性出发,在坚持理论先行原则和实践应用导向的前提下,最终探索出政府相关决策进一步完善和优化的实现路径,使政府更好地适应当前和未来生态与环境管理的需要。环境污染型工程项目的决策有着自身的特殊性,其决策环境具有高度的不确定性、决策主体复杂、存在多个相互影响和制约的决策目标,这都给实际的决策过程带来了困难。再加上决策主体的认知存在局限性,现有的环境影响评价制度、环境管理体制、决策责任追究制等均存在着一定的问题,导致在环境污染型工程项目的决策实践中容易出现短视、决策水平不高、决策规范性不足等问题。深入分析问题产生的原因,从特殊性出发,有针对性地进一步完善和优化环境污染型工程项目决策过程,是提高决策质量和实现经济与环境可持续发展的重要保障。通过文献研究、比较研究、调查与实证研究等方式来对环境污染型工程项目中的决策问题加以分析,有利于丰富和完善我国关于环境污染型工程项目决策责这一较新领域中的理论内容,也为今后生态环境决策这一领域的研究开辟更多的方向,推动相关理论体系的逐步完善。这样一来,决策行为被置于一套较为完整和健全的制度之下,强化了对于决策主体的监督与制约,切实提升环境污染型工程项目的决策质量,使环境污染型工程项目的决策回归到了民主决策、合理规划、因地制宜的正确道路上。更多还原

【Abstract】 In recent years, the great events of ecological environment occur frequently, and the problem of ecological environment is becoming more and more serious. The serious losses caused by the environmental pollution project decision-making errors have attracted great attention from all aspects, such as the government. The government should reassess its accomplishment in environmental pollution project decision-making. The research on environmental pollution project decision-making problem aims at starting from the particularity of environmental pollution project decision-making, and adhering to the theory first principle and practice-oriented principle, and finally exploring the realization approaches of perfecting and optimizing the government’s decision-making. That can make the government to better adapt to the needs of ecological and environmental management at present and in the future.The decision-making of environmental pollution projects is special. The decision-making environment is uncertain, the decision-maker is complex, and the multi-objective influence and restrict each other. All of those bring difficulties to the government’s decision-making. What’s more, there are some limitations in the cognition of decision-maker, and there are many problems in the environmental impact assessment system, in the environmental management system, and in the accountability system. Those problems result in the problems in environmental pollution projects decision-making: the decision-making is nearsighted, the decision-making level is low, and the decision-making is lack of standardization. Therefore, analyzing the causes of the problems, and starting from the particularity of the environmental pollution project decision-making to targeted improve and optimize the environmental pollution project decision-making process are the important guarantee of improving the decision-making quality and realizing the coordinated development of economy and environment.The thesis through literature study, comparative study, investigation and empirical study analyze the environmental pollution project decision-making problem. The research will be beneficial to enrich and perfect the theory content about the environmental pollution project decision-making, which is a newer field. The research also will openmore directions for research on the field of ecologically environmental decision-making in the future, and will promote the gradual improvement of the relevant theoretical system. In this way, the decision-making behavior will be placed in a more complete and full-fledged system, which will strengthen the supervision and control of the decision-maker, and effectively enhance the environmental pollution project decision-making quality, and make the decision of environmental pollution project return to the right ways, which are the democratic decision-making, rational planning, and adjusting the decision to local conditions.更多还原
