网络舆情和教育政策互动关系研究

【摘要】 现代民主社会,政府政策制定不再是政策主体一方即可决定的模式。政府要平衡各方利益关系,利益各方也会通过各种渠道影响政府政策制定。作为国家社会的主人,又是政府政策服务对象的公民,更是需要一种方式有效表达意见和诉求。互联网迅速发展的今天,网络给公民民主权利的实现提供了一个较为方便的平台。由此网络舆情成为公民发表意见、讨论问题,甚至监督管理公权力机构的一种重要形式。同时对政策主体来说,重视网络舆情、创造条件为公民营造健康的舆情环境,并采取一定的机制、手段去研判、分析网络舆情,都是政策主体了解并进一步引导、利用网络舆情的必要手段。这对作为解决公共问题、达到公共目标、实现公共利益的公共政策的制定和进一步完善是必不可少的。本文首先应用文献研究方法整理、收集相关资料,对现代社会网络舆情及其重要性、公共政策过程及其理论模型进行解释阐述。在此基础上对一般公共政策中的特定领域—教育政策领域,及其特殊性进行深入分析。其次在上述基础工作之后,以2014年高考考试招生制度改革中涉及到的“自主招生”和上述改革未涉及到的“异地高考”两项政策为例进行网络舆情的分析。该部分主要采用文本分析方法和案例分析方法,利用获得的二手数据资料和一手数据资料,采取“媒体关注度”“微博关注度”“网友倾向性分析”三个维度,对上述改革前、后,有关“自主招生”和“异地高考”的舆情事件及其影响进行分析,得出网络舆情关注度和观点倾向性两大指标。利用研究获得的结论分析在教育政策运行过程中,网络舆情对教育政策的影响和教育政策对网络舆情的回应,从而提出促进两者有效互动的建议和对策。以期在网络及网络舆情日益深刻影响社会民主进程和公共政策过程的环境下,为教育政策的运行提供有价值的参考意见。
【Abstract】 Modern democratic society, government policy-making is no longer a mode that the government decided. The government should balance the interests of all parties while they need express their demands to the government through various channels. As the masters of the state and the service object of government policy, the citizens need a way to fully practice their democratic rights. With rapid development of the Internet today, the network provides a more convenient platform to citizens to achieve the democratic rights. The network public opinion thus become a form that citizens to express their views, discuss problems, and even supervise and manage public authority institution. To policy body, attention to the network of public opinion, creating a healthy environment conditions for citizens public opinion, and taking certain mechanisms or instruments to analyze and judged the network public opinion, are all necessary means of understand and guidance the network of public opinion for further policy. This is essential for further develop of public policy which usually be used to solute public problems, achieve common goals and achieve public interest.This paper explaining the internet public opinion and its importance of modern social, according to public policy process and its theory mode, taking an in-depth analysis of education policy which is the special field of general public policy. Besides, based on analysis above, this paper is giving an example of “autonomous enrolment” which is involved in enrolment institution reform of the college entrance examination in 2014, as well as “college entrance examination across region” which is not involved in the former reform, through three dimension of media attention, microblog netizens’ attention and netizen inclined analysis, study public opinions and its influence of the former reforms both happened before and after, moreover, study the influence of internet public opinions to education policy and the reversal reaction during the operation of education policy, so that put forward effective suggestions and countermeasures for promoting their interaction. Hopefully, offer some valuable reference suggestion for education policy under the environment that internet and its public opinion deeply influence the process of social democracy and public policy.
