【摘要】 邢台市的城市发展受到土地的短缺、交通拥堵、面对灾害的脆弱性等问题的制约,城市建设用地非常紧缺。而且,在城市规划区范围内有大量村庄,城市建设用地多年来难以向外拓展,一直在旧城改造中徘徊。因此,为了防止邢台市地下空间资源的浪费和乱用,对邢台市的建设用地做高效率的开发使用,地下空间统筹规划就显得特别重要。本文通过对当今社会经济发展条件下的城市建设相关问题进行深入分析,结合城市发展对地下空间开发利用的需求,重点对邢台市地下空间开发利用的发展战略、布局原则、系统构成以及布局方式进行了分析论证,提出了解决地下空间问题的规划布局、利用层次、开发模式以及实施保障机制,以求解决邢台市城市发展过程中面临的土地短缺、交通拥堵等问题。全文共分五个部分。分别对城市地下空间开发利用的发展背景进行研究,对国内外大城市地下空间开发利用的经验及趋势进行分析,并以邢台市为例,对存在问题进行解读,结合相关政策文件、规范标准以及现状调研分析,提出了解决地下空间开发利用相关问题的实施对策,并通过对邢台市中心城区重要地段的规划指引,提出了具体可行的实施意见。另外本文还在地下空间投融资体制建设、法律体系建设以及管理体制建设方面整理成解决实施问题的思路和实际操作方法。更多还原

【Abstract】 Xingtai city development is the shortage of land, traffic jam, in the face of disaster vulnerability issues such as the restriction, urban construction land is very short. Worldwide, the urban planning and a large number of villages, urban construction land for many years to expand outward, have been wandering in the old city reconstruction. Therefore, in order to prevent the Xingtai underground space resource waste and use of construction land of Xingtai do efficient development, overall planning of underground space becomes particularly important.This article through to the current social and economic development under the condition of analyzing the problems related to urban construction, combined with the demand for underground space development and utilization of urban development, focus on the development strategy of underground space development and use of Xingtai, layout principle, system structure, and analyzes the layout, put forward to solve the problems of the underground space planning and layout, the use of level, development model and implementation safeguard mechanism, in order to solve in the development of Xingtai city land shortage, such as traffic congestion problems.The full text is divided into five parts. Respectively on the development of urban underground space development and utilization of research background, the domestic and international experience and trend of urban underground space development and utilization is analyzed, and in Xingtai as an example, the existing problems, combined with relevant policy documents, standards and the analysis of the status quo of research, puts forward some countermeasures to solve the problem of underground space development and utilization of the related, and through to the important area of Xingtai city center planning guidance, put forward the concrete implementation opinion.
