政治生态视域下的农村基层党组织建设研究

【摘要】 习近平总书记高度重视农村基层党建,并做出了重要指示。新时期新的形势下,要用新的视角来考量和研究农村基层党组织建设问题。本文运用政治生态理论的基本观点和思维方式,分析农村基层党组织建设问题。总的来看,本文主要做了以下几方面的工作。一是总结了政治生态的基本理论。通过查找和研究文献,概述了政治生态的基本理论和观点,明确了政治生态的概念、内涵和层级结构,并在此基础上提出了政治生态的价值引导,包括生态平衡性、生态多样性、生态开放性、生态效率性四个方面。二是分析了农村政治生态的基本构成。从政治内生态和政治外生态两个方面,分别分析了乡镇党委政府、村委会与村党支部、村干部与政治行为、制度与政策、地理位置与资源状况、村民与政治参与、宗族家族势力、院落文化等八个方面的生态要素。三是分析了基层党组织在农村政治生态中的地位及存在的问题。从内生态和外生态两个维度,分析了农村党支部与乡镇党委政府、与村委会、与村民、与宗族和其他村级组织等四个方面之间的关系,并结合案例分析了存在的问题,以及产生问题的原因。四是提出了加强农村基层党组织建设的措施。从规范村党支部与乡镇党委政府关系、完善村党支部与村委会关系、构建村党支部与村民新型关系、加强村党支部与宗族等组织新型关系等四个方面,按照增强平衡性、开放性、效率性的要求,分析了具体的措施。更多还原

【Abstract】 General Secretary Xi Jinping attaches great importance to the construction of village-level organization of the Communist Party of China, and made important instructions. Under the new situation in new period, with a new perspective to consider and study the construction of village-level organization of CPC. This paper, apply the basic idea of political ecology theory and ways of thinking to analyze the construction of village-level organization of CPC. Overall, this paper made the following several aspects. First, it summarizes the basic theory of political ecology. By finding and researching literature, outlining the basic theories and ideas, clearing concepts, connotation and hierarchy of political ecology, and on this basis, it proposes political ecology value guidance, including the ecological balance, ecological diversity, ecological openness, ecological efficiency. Second, analyzing the basic structure of rural political ecology. From internal ecology and external ecology two aspects, it includes the township party committee and government, the village committee and village party branch, village cadres and political behavior, system and policy, geographic location and resources, political participation of villagers, the clan forces, courtyard culture and so on. Then clearing the role of the village-level organization of CPC in rural political ecology. Third, analyzing the problems existing in the village-level organization of CPC in rural political ecology. From internal ecology and external ecology two dimensions, analyzing the relationship between rural party branch and township party, and village committee, and villagers,and clan forces, and other village-level organizations. Analyzing the problems and the causes of these problems with cases. Fourth, puts forward the measures to strengthen the construction of rural party organization. From regulating the relationship between village party branch and township party committee, improving the relationship between village party branch and village committee, constructing the new relationship between village party branch and villagers, strengthening the relationship between village party branch and clan forces, such as these new relationships according to the requirements of enhancing balance, openness, efficiency.更多还原
