唐津高速扩建项目材料成本控制研究

【摘要】 近年来,工程材料管理不断得到公路工程施工企业的重视。公路工程施工企业建设项目总成本中材料成本约占60%~70%,对工程盈亏影响很大。现代工程管理中越来越重视工程材料的管理,从采购、施工、材料回收整个供应链过程中进行管理。成本控制是材料管理的核心,材料的成本节约直接作用于工程的利润,采用科学有效的材料成本控制可降低项目的总成本,提高利润率,增加施工企业的竞争力。本文以公路工程建设项目材料成本控制的供应链全过程管理入手,以唐津高速扩建项目为案例,从采购、施工和材料回收三方面对工程材料成本控制进行研究。采用ABC分类法和供应细分法对工程材料进行分类,根据不同类别确定管理方案;在采购过程中,提出通过优化招标程序和采用网上招标的方式提高采购策略,提出采用层次分析法选择最佳供应商;在施工成本控制方面,提出对施工现场进行合理化布局,减少材料的不合理搬运,提出采用SLP法对施工现场进行规划布局;在材料回收处置成本控制方面,通过建立材料回收处置组织机构,制定材料回收处置流程,确定材料回收处置办法对回收材料进行成控制。最后提出唐津高速扩建项目材料成本控制的保障措施,从组织保障、制度保障、信息保障和环境保障四个方面提出了具体可行的措施。公路工程项目造价高,工期紧,竞争激烈,通过采用科学的材料成本控制方法可有效的降低施工成本,提高企业的核心竞争力,本文通过对唐津高速扩建项目材料供应链全过程进行成本控制,期望对项目的成本控制起到有效帮助。

【Abstract】 In recent years, the engineering material management constantly to get the attention of the highway engineering construction enterprises. The total cost of highway engineering construction enterprise construction project material cost accounts for about 60% ~ 70%, and had a great influence on project profit and loss. Pay more and more attention to the management of the engineering material in modern project management, from procurement, construction, material recycling process throughout the supply chain management. Cost control is the core of the material management, material cost savings act directly on the project’s profit, adopt scientific and effective material cost control can reduce the total cost of the project, improve margins and increase the competitiveness of the construction enterprise. The cost control of highway engineering construction project materials of the whole process of supply chain management, this paper with the examples of karatsu highway expansion projects from the procurement, construction and material recycling three sides facing the engineering cost control are studied. Using ABC classification of engineering materials and supply segmentation method to classify, according to different category management plan; In the process of purchasing, put forward by optimizing the bidding process and adopt the way of online bidding and improve procurement strategy, proposed USES the analytic hierarchy process(AHP) to select the best supplier; In terms of construction cost control, put forward to rationalize the construction site layout, reduce the unreasonable handling material, SLP method is proposed to the construction site planning layout, the earned value method is adopted in the process of construction materials, the use of cost control; In terms of material recycling disposal cost control, through the establishment of material recycling disposal of organizations, developing materials recycling disposal process, determine the material of recycled materials into recycling disposal measures to control.Finally, karatsu highway expansion project material cost control safeguards, from the organization’s security, system security, information security and environmental protection four aspects concrete feasible measures are put forward. Highway engineering project cost is high, the tight, competition is intense, through the adoption of scientific material cost control method can effectively reduce the construction cost, improve the core competitiveness of enterprises, this article through to karatsu highway expansion project material supply chain whole process cost control, expects to help project cost control.
