【摘要】 交通,是城市的动脉,体现着一座城市的文明,影响着城市的经济社会发展。近年来,随着城市化进程的推进和人民生活水平的提高,城市人口和用地规模不断扩张,交通出行需求迅猛增加,人、车、路之间的矛盾不断加剧,行路难、停车难成为困扰城市发展和市民生活的突出问题,这也给城市交通管理工作带来了极大挑战。城市交通管理涉及规划、建设、交通、公安等众多管理主体,其中最重要的主体还是公安交警部门,交警部门的管理理念和管理举措成为影响城市交通的关键因素。因此,从交警部门的视角分析城市交通问题具有十分重要的现实意义。为破解城市交通出行难题,向市民提供优质高效的交通管理服务,济南交警在改进交通管理工作方面做出了诸多有益的探索与尝试,本文将服务型政府理念同公安交通管理工作相结合,总结了近年来济南交警在交通管理工作中采取的举措,分析了当前公安交通管理工作面临的困难和挑战,在此基础上,提出了进一步完善公安交通管理工作的思路,对提高公安交通管理服务水平具有一定的意义。论文分为五个部分。第一章提出论文的研究背景、研究目的和意义,对国内外的相关文献资料进行梳理,就论文的结构安排与研究方法进行说明。第二章是城市公安交通管理概述,介绍公安交通管理的一些基本概念以及当下公安交通管理应当秉持的基本原则,为后文的实证分析奠定基础。第三章首先分析了济南市交通管理工作面临的压力,然后从优化交通组织、宣传绿色文明出行理念、执法与服务并重、加强交警队伍建设、推进停车管理规范化等几个方面介绍济南公安优化交通管理的具体举措。第四章从交通管理的体制和环节不协调、交警队伍老龄化与执法环境变化的矛盾突出、机动车驾驶入“仗车思维”严重、城市公共交通和慢行交通分担不足、城市交通参与者整体素质有待提高等几个方面分析当前济南市公安交通管理面临的困难与挑战。第五章从实现交通管理部门权责分明；加强部门协作、形成管理合力；促进执法的规范化和管理的精细化；积极践行绿色文明出行理念；不断提高交通管理者素质水平；推进智能交通建设等几个方面介绍了服务型政府理念引领下完善公安交通管理工作的思路。论文采用了系统分析法、文献研究法,在建设服务型政府的背景下,结合公安交警部门的职责任务,提出了新形势下,济南的城市交通问题,绝非交警部门凭借一己之力一朝一夕就能够解决,必须坚持以服务型政府建设为引领,秉承科学发展理念,主动加强同其他部门的协作配合,推动公共交通发展,动员社会广泛参与,努力为市民创造良好的交通出行环境。更多还原

【Abstract】 Traffic, is the artery of the city, reflects a city’s civilization, affecting the city’s economic and social development. In recent years, with the advance of urbanization process and people’s living standards improve, urban population and land use scale unceasing expansion, the rapid increase in traffic demand, growing contradiction between the people, vehicles, roads, journeying is hard, parking is difficult to become the outstanding problem of troubled urban development and the people’s living, this also gave the city traffic management has brought great challenges. Urban traffic control management relates to many department such as the planning, construction, transportation and police department, among them the most important subject is police departments, traffic police department management philosophy and management measures become the key factors affecting the urban traffic. Therefore, it has very important practical significance to analyze the urban traffic problems from the perspective of traffic police department. To solve urban traffic problems, to provide quality and efficient transportation management service for the public, the Jinan traffic police made many useful exploration and try in the aspects of improving the traffic control management. This paper combined the service government concept with the work of traffic control management, summarized the initiatives of Ji’nan traffic police in traffic control management in recent years, analysis the difficulties and challenges of traffic control management, based on this proposed to put the ideas of further improve the work of traffic control management of police department.It has certain significance to improve the service level of public security traffic management.This paper is divided into five parts. The first chapter puts forward the research background, purpose and significance of the paper, to sort out the relevant literature at home and abroad, the structure of the paper and research methods are described. The second chapter is an overview of urban traffic control management of police department, introduces some basic concepts of traffic control management of police department and the basic principles of traffic control management of police department should uphold the basic principles for the following empirical analysis. The third chapter first analyzes the pressure of traffic management in Ji’nan city, and then from optimizing traffic organization; to promote the concept of green civilization traffic; equal emphasis on law enforcement and service; strengthen the construction of the traffic police team; promoting the standardization of parking management, to introduce the measures to optimize traffic control management of Ji’nan traffic police. In the fourth chapter, from the traffic management system and links are not coordinated; the contradiction between the aging of the traffic police force and the change of the law enforcement environment; motor vehicle driver "battle car thinking" serious; urban public transport and slow traffic sharing problem; the overall quality of the urban traffic participants to be improved to analysis the difficulties and challenges faced by traffic control management of police department.The fifth chapter from achieve traffic control management departments and responsibilities; to strengthen the cooperation of departments, to form a joint force of management; to promote the standardization of law enforcement and management of the fine; actively practice the concept of green civilization travel; continuously improve the quality of traffic management; promote the construction of intelligent traffic to introduce the ideas of improvement of traffic control management of police department under the guidance of the concept of service-oriented government.The paper uses the system analysis method, literature research method, under the background of building a service-oriented government, combined with the responsibility and task of the traffic police department.Under the new situation, to solve Ji’nan city traffic problem, is no traffic police department with its own overnight will be able to solve, it must adhere to the service oriented government construction as a guide, adhering to the concept of scientific development, take the initiative to strengthen cooperation with other departments, to promote the development of public transport and mobilize the community to participate, take efforts to create a good traffic environment for the public.更多还原
