【摘要】 改革开放30年来,随着经济和社会的快速发展,许多以青年群体为主要服务对象的社会组织纷纷建立,以专业及兴趣为特长的各种青年社团大量涌现,尤其是按照不同需求和追求而成立的青年社会组织应运而生,他们都在一定的领域和范围内对青年形成了较强的吸引力,在青年中的影响力和号召力正逐步扩大。与此同时,共青团的工作环境和工作对象也发生了深刻的变化。虽然共青团已经初步建立了与经济社会发展相适应的定位准确、功能齐全、作用显著的社会组织发展体系,但是面对青年思想价值观曰益多元化也产生了诸如：当前青年参与共青团活动的积极性不高；共青团组织对青年的影响力不断减弱；对青年的凝聚能力不足等问题。共青团必须正视社会结构变化所带来的挑战,改变共青团整合青年的传统方式,重新审视自己与青年社会组织的关系,并思考如何在管理、服务中有效渗透、正确引导这些青年社会组织,通过凝聚青年组织达到整合该领域中青年的目的,从而不断巩固和扩大党执政的青年群众基础。枢纽型社会组织是要以国家和社会组织的之间的桥梁纽带为目标定位,在同类别、同性质、同领域社会组织的发展、服务、管理工作中发挥凝聚、管理和服务职能,本文以共青团在开展青年社会组织有关工作的实际经验为基础,按照明确背景、寻找支撑、分析现状、找准问题、梳理方向五个步骤的研究思路展开,分别采用了文献法、问卷法以及访谈法三种方法,深入剖析共青团构建枢纽型社会组织的客观现状与现实困境,并在研究国外青年社会组织发展的基础上,进一步探讨新形势下共青团构建枢纽型社会组织的运作路径,围绕转变职能定位、创新组织架构、深化机制改革和着力制度创新四个方面求突破,以期为新时期共青团转型为适应时代和青年需求的现代社会组织献言献策。更多还原

【Abstract】 With the rapid development of the economy and society, many social organizations serving for the young people have been set up in China over the past 30 years since its reform and opening up. Numbers of youth associations are founded according to different interests,specialities and other needs of the young people. These associations have attracted many young people and made a great influence on them in some fields in some cities. Meanwhile, great changes have taken place in the working environment and working object of the Communist Youth League. The accurate and multiple functional development systems of social organizations, which have brought up some positive effects, have been established by the Communist Youth League according to the development of the economy and society. However, the multi-dimension of value concepts of the Chinese youth has weakened the cohesion and influence of the Communist Youth League. Young people seldom show interest in activities organized by the Communist Youth League. Facing these challenges brought up by the changes of social structures, the Communist Youth League has to re-survey the relations with these youth social organizations and find effective ways to consolidate the Party’s mass base and to enlarge its influence in the young people by providing services and guidance for them.As a bond between the Country and all the social organizations, hub-spoke social o rganization should play an important role in providing guidance and service for the deve lopment and management of organizations of different types, different properties and dif ferent fields. This paper discusses the present situation and realistic predicament of constructing hub-spoke social organizations by the Communist Youth League based on practical work experience by using literature method, interview method and questionnaire method. Besides, the operation scheme and operation path of constructing hub-spoke social organizations are proposed based on reviewing the situation in our country and international comparison. Furthermore, suggestions in function transformation, framework innovation, mechanism reform and system innovation are put forward in order to adapt the Communist Youth League to the demand of the times and the needs of the youth social organizations.更多还原
