【摘要】 在我国经济体制转轨的背景下,“单位制”的管理方式已不在适应社会需要,出现了“单位人”向“社会人”的转变,“社区”逐步成为提供公共物品、公共服务的重要载体。在社区的发展过程中,社区志愿服务应运而生并且成为和谐社区建设的推动力量。社区志愿服务不仅促进社区发展,对精神文明建设和公民社会的发展都具有深远影响。首先,社区志愿服务的发展有利于增强社区服务的多元化,完善公共服务供给机制。其次,参与社区志愿服务,有利于加强居民之间的交流互动,增进邻里关系。再次,社区志愿服务有利于培养公民的公共精神观和提高其参与公共事务管理的能力。本文总共分为六大部分。第一部分的内容是绪论,首先,分析论述课题研究的背景和研究意义；其次,梳理国内外的研究脉络和现状,并对其进行评述；再次,介绍本次研究的思路和所运用的研究方法。第二部分是对与研究相关的概念界定和理论概述。一是界定了城市社区、志愿者与志愿组织、志愿精神以及社区志愿服务的概念。二是阐述志愿失灵、市民社会和多中心治理理论。第三部分概述和分析合肥城市社区志愿服务的发展现状。对目前合肥市社区志愿服务发展情况的考察主要运用了两种方式：一是通过查阅资料的方式；二是通过实地走访、问卷调查及访谈的方式进行调研。第四部分是对现阶段合肥城市社区志愿服务存在的问题及原因进行分析。第五部分通过介绍香港、上海、美国、加拿大的社区志愿服务实践,分析其发展特色与优势及对合肥市社区志愿服务的经验借鉴和启示。第六部分是根据合肥城市社区志愿服务的具体实际,对其发展提出相应的对策。更多还原

【Abstract】 Under the background of economic system transition,"institution system" as the w ay of urban administration has been not met the social needs.There is a transformatio n between "institution" and the "society",then community has gradually been the foun dation which provides public goods and public services.In the course of community d evelopment,community voluntary service has been created and become the driving forc e to the construction of harmonious community.Community voluntary service has not only promoted community development,but also has exerted profound influence on th e spiritual civilization and the development of civil society.Firstly,community voluntary service will help community service to be diversity and promote the public service supply mechanisms.Secondly,taking part in community voluntary service will strengthen communication and interaction between residents in the same community which can improve their relationships.Thirdly,community voluntary service will help people to cult ivate public spirit and improve the ability of dealing with public affairs.The paper concludes six parts.The first part is an introduction,in the first place, a nalyzes and discusses the background and significance of the research;secondly, combi ng the domestic and foreign research context and the status,and make reviews on it.T hirdly,introduce the ideas and methods of this research.The second part aims to define the concept and theory summary which related to this study.First,define the concept of urban communities,volunteers and volunteer organizations,the spirit of volunteerism and community volunteer service.Secondly,making an overview about the voluntary fail ure,civil society and multi center theory.The third part makes a summary and analysis of the current development of community voluntary service in Hefei city.The main t wo methods has been used to investigate community voluntary service in Hefei city:f or one thing,to search for the information about it;for another thing is to visit commu nity,make questionnaires and interview.The fourth part analyzes the current problems a nd reasons of community voluntary service in Hefei city.Moreover,the fifth part introd uces the practice of HongKong SAR,Shanghai,America and Canada,and analyze the character istics and strengths.The good experience will improve community voluntary service for Hefei cityAt last,the sixth part proposes related solutions according to the actual situ ation of community voluntary service in Hefei city.更多还原
