勃利县双星风电场建设项目管理研究

【摘要】 随着全球经济的快速发展和人们对能源需求的日益提高,清洁、安全、可再生的能源生产方式一一绿色电力是电力行业发展的必然趋势,风电已成为世界发展最为迅猛的高新科技绿色能源产业之一。风力发电在全球蔓延,已经成为发展的一种主流趋势。我国国民经济迅猛发展,对能源的需求与日俱增。我国能源局正在规划新能源开发,力争振兴我国新能源开发。在所有能源产业中,风能以其特有的优势占据开发榜首,风电也是未来新能源开发的重中之重。建设风电场是最有效的途径之一,可以有效补充电源的不足。风能最大的特点是无污染,代替一次能源的利用率极高,对于优化保护环境、优化能源结构有着至关重要的作用。就目前世界范围来看,风力发电将是未来的大趋势,是大有可为的。风力发电不仅可以节约能源,保护环境,还可以带动相关产业的发展,促进世界经济大环境经济结构的改变,并从一定程度上解决劳动力的就业问题。改善我国的能源使用结构、保护我国自然生态环境对于我国经济可持续发展起着至关重要的作用。这是利国利民的大事,也是保障我国能源安全与经济可持续发展的保障性措施。对于建设风力发电也是国际社会的共识,建设周期短、建设任务重是我国风力发电的重要课题,风力发电面临着成本、质量和进度等方面的有效控制问题。这也是工程项目管理所遇到的最主要的问题,也是问题发生的主要根源。面临工程项目建设存在的诸多问题,由此可见对建设项目的规划、控制、管理十分必要,意义深远。勃利县双星风电场项目由勃利县双星风电开发有限责任公司开发、建设,在后期的运营维护中起主要作用。勃利县双星风电场项目有自己独有的特点,首先,风电项目工程范围较大,施工作业点较多,施工量大;其次,施工道路长,风机分布较分散;施工现场地势高低起伏,对场地平整的要求较高;季风具有明显的季节性特点,造成了施工的不连续性。综上所述,风电项目的施工建设难度很大,本文就从施工方法与工艺、施工组织与管理、施工影响因素与问题解决等角度来分析勃利县双星风电项目理论与实践方面的注意事项。在勃利县双星风电项目建设的每一个阶段都要进行动态控制,引进先进的管理手段,力争为今后的风电工程建设起到指导作用。

【Abstract】 With the rapid development of global economy and the increasing demand for energy, clean, safe, renewable energy production mode to green electricity is inevitable trend in the development of power industry, wind power has become the world’s one of the most dramatic development of high-tech green energy industries. Wind power in the global spread, has become a mainstream trend of the development. Rapid development of national economy in our country, the increasing demand for energy. China’s energy administration is planning new energy development, strive for the revitalization of China’s new energy development.In all of the energy industry, wind power in the top of its unique advantages to develop, wind power is the most important is the future of new energy development. Construction of wind farms is one of the most effective way, can effectively supplement the power shortage. Wind energy is the biggest a little pollution, instead of the primary energy utilization rate is extremely high, to protect the environment, optimize the energy structure has a vital role. The world currently, wind power will be the trend of the future, is promising. Wind power can not only save energy and protect the environment, can also lead to the development of related industries, and promote the economic structure of the world economic environment, and from a certain extent, solve the problem of labor’s employment.Improving the structure of the China’s energy use, protect the natural ecological environment for China’s economic sustainable development of our country plays an important role. This event is reasonably, and ensuring our energy security and protection measures for the sustainable development of economy, for the wind power generation as well as the consensus of the international community. Short construction period, construction task is an important issue of China’s wind power, wind power generation is facing to effectively control the cost, quality and schedule, etc. This is also the main problems in the management of the project, the problem is the main source. Faced with some problems in project construction, the construction of the construction project planning, control and management is very necessary, far-reaching significance.Binary wind project by binary company development, construction, plays a main role in the operation and maintenance of late. Binary wind project by own characteristics, first of all, the wind power project scope is larger, the construction operating point is more, construction; Second, the construction of the road long, fan distribution is longer than the other; The construction site needs to have the rugged terrain, the grading requirements; Monsoon has obvious seasonal characteristic, caused the construction of the discontinuity. To sum up, the wind power project construction is very difficult, in this paper, from the construction method and technology, construction organization and management, the construction influence factors and problem solving, such as Angle to analyze the binary attention in terms of theory and practice of wind projects. In each stage of the construction of the binary wind power project must carry on the dynamic control, introduce advanced management methods, strive to play a guiding role for the future of wind power engineering construction.
