中电投建平哈拉道口风电项目后评价研究

【摘要】 项目后评价工作是发电企业贯彻和践行科学发展观的优良载体,是提升项目管理水平和确保投资收益达到预期的必然要求。依据《中央企业固定资产投资项目后评价工作指南》(国资发规划〔2005〕92号)和《中国电力投资集团公司投资项目后评价管理办法》等相关文件要求,按照原中国电力投资集团公司2015年项目后评价工作总体部署和工作需要,作者组织开展了建平哈拉道口风电场新建工程项目后评价工作。本项目场区地处辽宁省建平县北部的哈拉道口镇地界内,场址中心距镇政府约5公里左右,场区地形为丘陵。该地区位于我国“三北”风带上,是我国风能资源丰富的地区之一,本期场区开发面积约35km2。安装标准功率为1500k W的风电机组33台,叶轮直径为77m,单台风机均采用一机一变的方式升压后,通过3回35k V集电线路送至66k V升压站接至电力系统。本文按照《中国电力投资集团公司投资项目后评价管理办法》要求的评价范围和评价深度,基于项目的二级单位和项目单位提供的基础资料,对项目资料整理和分析形成评价意见编制形成项目后评价研究报告。项目后评价时点为项目启动至2014年12月31日止,2014年12月31日以前均采用实际资料及数据进行分析,2014年12月31日以后采用本次后评价重新确认的基础数据计算的预测值进行分析。本文主要内容包括:项目基本情况说明、项目决策合规性评价、财务与经济效益评价、项目综合后评价、经验和教训总结和后期工作建议。本工程竣工决算动态总投资39095.46万元,单位动态投资7898.1元/k W,与可研概算相比降低2.28%,与初设概算相比提高2.28%。本项目2014年发电量为7320万千瓦时,上网电量7165万千瓦时,年等效满负荷利用小时数1473小时,故障弃风率1.73%,电网限电弃风率13.87%。与可研设计方案(可研推荐方案利用小时数1789小时)比较,年等效满负荷利用小时比可研指标低17.3%。造成该问题的主要原因是电网消纳不足且送出受限、项目有效利用小时数低于可研且经济效益未达到可研预期和项目弃风率远高于周边项目。本项目同时取得了一些经验和教训:创新合作模式,开发风电资源;优化施工组织设计,力争使永久占地规模最小化;机组选型略显保守,对当地弃风限电情况预判不足,而且建设开发时序不是很合理;合理设立测风塔,科学选择电量预测软件,增加风资源评估和电量计算的准确性。经计算,本项目综合后评价的综合指数为:B=RE=0.69,评价结果介于0.6与0.8之间,为较好的水平。总体来说,本项目建设及运营比较成功。有很多成功经验值得推广,但也有一些疏漏和教训需要深入总结,为今后同类项目建设起到借鉴和参考意义。

【Abstract】 Post project evaluation is an effective carrier to practice the scientific concept of development. It is an inevitable requirement to improve the project management and the efficiency of investment. According to the "Central Enterprises fixed assets investment project post evaluation guide"(state owned assets supervision and administration planning [2005] No. 92) and the China Power Investment Corporation investment project evaluation management approach "and other relevant documentation requirements, and in the light of the China Power Investment Corporation 2015 post project evaluation work plan, the author carried out the Jianping Haladaokou windfarm new project’s post evaluation.The project is located in the hilly area in the southeast of Haladaokou town of Jianping County, about 5 km from the center of the town. The area is located in the "Three North" winds of our country, is one of China’s wind energy resource rich regions, the development area is about 35km2. 33 standard power of 1500 k W wind turbines are installed, of which the impeller diameter is 77 m. The single blower adopts boost machine change mode, the power system to send to 66 k V booster station connected through 3 35 k V integrated circuit.According to the China Power Investment Corporation investment project evaluation management "requirements of the scope of the evaluation and assessment of the depth, based on the project of the secondary units and project units provide the basic data, the project data collation and analysis of the formation evaluation views on the preparation of project post evaluation report. Post project evaluation point from project started to December 31,2014.Before December 31, 2014,using practical data to analysis. After December 31, 2014 the basic calculating data after this reevaluation confirmed the prediction value were analyzed. IThe main contents of this thesis include: the basic situation of project decision-making, compliance evaluation, financial and economic evaluation, a comprehensive evaluation of the project, summarizes the experience and lessons and later work advice. The project completion final dynamic total investment is 39095.46 yuan, unit dynamic investment is 7898.1 yuan /k W, 2.28% lower comparing with the research budget and 2.28% higher comparing with the initial budge. The 2014 generating capacity for 7320 million kilowatts, electricity 7165 million kilowatts, equivalent annual use hours of 1473 hours of full load, failure rate of abandoned wind 1.73%, abandoned wind power grid electricity rate 13.87%. And research design(Research recommended scheme using hours of 1789 hours) compared in equivalent full load by hour Ratio Research index is 17.3% lower. The problem is mainly due to both the grid consumptive inadequacy and sending limitation, project effective utilization hours below the feasibility study and economic benefits did not reach the research expectations and project abandoned wind rate is far higher than the surrounding projects. This project also achieved some experiences and lessons: new modes of cooperation, the development of wind power resources; optimizing the construction organization design, and striving to make a permanent covering size minimization; unit selection is slightly conservative, the local abandoned wind curtailment pre judgement problem and construction sequence of development of the is not very reasonable. Construct the wind towers reasonably, choose power prediction software scientifically, increase the accuracy of wind resource assessment and power calculation.By calculation, the comprehensive index of the project comprehensive evaluation is: B=RE=0.69, the evaluation result is between 0.6 and 0.8, which turns out to be a good level. Overall, the project construction and operation is successful. There is a lot of successful experience worth promoting. Meanwhile, there are also some omissions and lessons that need further in-depth summary, for the the reference of future similar projects.
