【摘要】 在全球经济高速发展的今天,便利的交通设施,畅通的及时通讯方式,缩短了世界各国人民的距离,加速了各国在政治、经济、文化各领域的交流和合作,极大促进了生产力的提高,改善了人民的物质和精神文化生活水平。但任何事物的发展都是双刃剑,在经济全球化带给人民便利的同时,恐怖袭击事件、犯罪集团日趋国际化、新型病毒的快速传播等危机事件也向人民敲响了警钟,安全问题已成为全球热议的话题,引起各国政府以及研究学者的高度关注。安全社区概念的引入正是为了解决如何有效减少和预防伤害事故发生的问题。我国自启动安全社区建设工作以来,东部经济发达地区安全社区建设情况较好,中西部地区发展较为落后,尤其是农村地区的安全社区建设更为滞后。我国的人口结构中,农业人口比重较大,加快农村地区的安全社区建设进程,有利于推动全国安全社区建设进程,为构建和谐社会提供有利保障。作为典型的农村安全社区建设,内江市银山镇的安全社区建设案例研究具有一定的代表性。内江市银山镇在安全社区建设过程中,始终坚持“全民参与”、“人人都享有健康和安全权利”的工作理念,按照“资源整合、全员参与、持续改进”的十二字工作方针,在安全社区建设工作中,以道路交通安全、社会治安、居家安全、应急抢险、学校安全等为切入点,采取“一调查二立项三推动四保障”的工作运行机制,实施过程中以风险辨识和伤害调查为突破口,发现风险点和确定干预促进措施,科学设置项目工作组,通过促进委员会总揽、项目工作组各司其职、职能部门密切配合,安全社区建设工作开展顺利。论文结合内江市安全社区在安全社区建设方面探索的一些成功做法和建设推广情况,并分析其组织领导机制、运行机制和保障机制。对内江市银山镇安全社区建设的案例分析能体现出理论与实际相结合的特点,并对政府推广安全社区建设并带动其他农村地区安全社区建设提供借鉴。更多还原

【Abstract】 Today in the rapid development of the global economy, convenient transportation facilities, timely communication unimpeded, shorten the distance of the peoples of the world, accelerated the international exchanges and cooperation in the fields of politics, economy and culture, has greatly promoted the improvement of productivity, improve the people’s material and cultural life level. But everything is double-edged sword, in the economic globalization to bring people to facilitate, the terrorist attacks, the crime group is increasingly international, the rapid spread of new virus and other crisis events have sounded the alarm, security issues have become a hot topic in the world, causing high concern of governments and research scholars. The introduction of the concept of the security community is to solve the problem of how to reduce and prevent accidents. Since the start of the construction of the security community in China, the construction of safe communities in the eastern part of the eastern developed areas is better, the development of the central and western regions is relatively backward, especially in rural areas. In China’s population structure, the proportion of agricultural population is large, and the process of building the safe community in rural areas is conducive to promoting the process of building a harmonious society.As a typical case, the construction of safety community in Yinshan town in Neijiang in China insists in a concept that is all the people must participate the mission and everyone has the right of sharing the resources of health and safety. Resource integration, everyone participation, continuous working is regard as the working policy. During the constructing of safety community, transportation security, public security, and the need of emergency are the points of penetration. Mechanism of working that is “investigation first, establishing working group second, promotion for the work third and safeguard for the policy fourth”. In the process of promotion, the key point is finding the risk, taking precaution and establishing the working group rationally. The construction of safety community will carry out smoothly if Promotion Committee assume overall responsibility and each group performs its own function and acts in close coordination.In this paper, the successful practice and construction of the security community in Neijiang city in the construction of the security community, and to analyze its organizational leadership mechanism, operating mechanism and safeguard mechanism. The case analysis of the security community construction of Neijiang City Silver Town can reflect the characteristics of the combination of theory and practice, and the government to promote the construction of safe communities and promote the construction of other rural areas to provide a reference for the construction of safe communities.更多还原
