高桥石化新建火炬系统的设置及安全评价

【摘要】 我国石化工业的飞速发展呈现出规模扩大,联建联产和公用工程集中供应的特点,为保证装置系统的安全运行和环境保护,通常设置火炬系统对生产运行各种工况下的火炬气作燃烧处理。高桥石化是一家特大型的石油化工生产企业,地处上海浦东新区东北角。高桥石化化工生产区域因生产规模的扩张及政府土地规划的原因,旧高架火炬不能满足当前生产需求,迫切需要重新设置建设新的火炬系统。本文取得如下主要研究结果:(1)通过对比高架火炬和地面火炬的不同特点,结合高桥石化装置自身的情况,提出新火炬系统选择地面火炬的结构方式可更好满足当前生产的需要;(2)从安全工程的角度出发,对新设置火炬的结构、生产工艺以及存在的危害因素进行识别分析。对照《石油化工企业设计防火规范》(GB50160-2008)、《石油化工可燃性气体排放系统设计规范》(SH3009-2013)等各种安全规范、标准,对该装置在总体布局及常规防护措施、易燃易爆场所、有害因素安全控制、工艺设施安全连锁、安全生产管理等方面进行了检查和评价,并获得该系统的设置符合国家有关法律、法规、标准要求以及达到总体安全的评价结论;(3)安全评价分析也指出了该系统目前存在的问题,提出了改进建议,对促进火炬系统安全管理水平的提高、保证生产安全运行具有重要意义。

【Abstract】 The development of domestic petro-chemical industry presents distinguishing features of high-speed, expand in scale, joint construction and production, centralized utilities supply. In order to make sure that the facility system runs safely and the environment is protected, a flare system is usually set to burn out all the wasted gas produced in different working conditions. Shanghai Gaoqiao Petro-chemical Company is an extra large type enterprise, which is located in the Northeast of Pudong District, Shanghai. The old flare system can’t meet requirements of the manufacturing and the government’s land planning. A new flare system is to be designed and set to meet the needs.The following are main points in this work:(1) With a comparison between the elevated flare and the ground flare, a ground flare system is adopted according to the practical situation of Shanghai Gaoqiao Petro-chemical Company.(2) A safety assessment is given to the ground flare system by analyzing the potential dangers and hazardous factors during the present operating process. Various safety codes and standards are introduced in the assessment, such as "Fire prevention code of petrol chemical enterprise design" (GB50160-2008) and "Design specifications for combustible gas discharge system in petrochemical engineering" (SH3009-2013), for inspection and evaluation on the entire allocation, conventional protective measures, flammable and explosive area, safety control of hazardous factors, safety chain for process facilities and safety production management. An overall safety evaluation summary is concluded that the unit’s construction conforms to the relevant laws, regulations and standards.(3) The safety analysis also points out the existing problems and related improvements for the ground flare unit, which is of significance to further promoting the safety management and safety production.
