【摘要】 2015年7月24日,国务院办公厅发布《关于促进进出口稳定增长的若干意见》(国办发〔2015〕55号),明确了“加大出口信用保险支持力度”、“切实改善融资服务”等七条政策意见。中国出口信用保险公司作为其中两项工作的负责单位,将制订具体工作方案落实相关政策。这是继2009年金融危机以来连续第6年国务院直接发文给中国出口信用保险公司下达任务。足以可见,出口信用保险作为促进我国对外出口的有效金融工具已经被国家、政府越来越重视。而与此同时,今年也是我国开始落实习近平总书记“一带一路”战略的开局之年。“一带一路”战略很重要的一个方面就是要继续扩大对沿线国家的出口贸易及直接投资,一方面这其中蕴含着巨大的商业机会,不少中国企业正在跃跃欲试,另一方面,“一带一路”沿线64个国家复杂的国别风险、地缘政治关系等也严重威胁到了中国企业的切身利益。而中国出口信用保险公司作为我国政府独家承办中长期出口信用保险和海外投资保险的机构,应该在这一重大战略实施过程中发挥独到的作用。基于此,本文通过对国际主要出口信用保险机构的对比、我国出口信用保险现阶段业务发展情况、“一带一路”战略下出口信用保险可能遇到的问题等方面着手进行分析,试图找到相关问题的解决对策并提出相关业务发展建议。更多还原
