中山火炬开发区人社分局信访管理系统的研究与分析

【摘要】 我国信息技术的高速发展始于本世纪初,国家将电子政务平台纳为国家发展规划,从而使得信息技术深入到政府管理的方方面面,改变了人们的生活方式,影响到人们的日常生活。信访管理的信息化成为实施科学化管理的重要方向之一。在中山火炬开发区人社分局信访局信访部,大部分工作管理还是手工管理的方式进行,处理信息的效率低下,错误率高,信息保存和查找难度大,严重影响了信访管理的效率,研发设计一套功能齐全、操作方便、性能稳定的信访管理系统显得尤为重要。论文介绍了该系统的研究背景、项目意义和目前的研究与应用现状,明确了论文研究的内容和主要工作;本文采用软件工程的原理和方法,对系统进行了需求分析;在业务分析中,论文对系统原有业务流程等进行了分析,给出了优化后的业务流程图;在功能分析中,论文通过用例分析和用例描述,明确了系统的功能,给出了系统的总体用例图和子用例图以及对应的包图;在数据分析中,论文对系统各功能的所需要处理的数据进行了分析,给出了实体类关系图以及缩略图,建立了数据库表结构;论文最后对所做的研究与分析工作进行了总结,并对进一步的工作进行了展望。该系统包括的功能有信访受理、信访事项转办、承办管理、案件回复管理、结案与归档、基础数据管理和系统管理。
【Abstract】 The rapid development of China’s information technology started in the beginning of this century. National e-government platform was incorporated into the national development planning. Make information technology deep into all aspects of government management. It changed people’s way of life and had an impact on people’s daily lives. In Zhongshan Huoju Development Complaints Bureau of Social Council, most of the work was carried out by manual management. The low efficiency of processing information, error rate, information storage and search difficult, seriously affected the efficiency of the management petition. Research and design a fully functional. easy to operate, stable performance management system is very important petition.This thesis introduces the research background, the project significance, the current research and application status of the system, and identifies the main work and research contents. The author analyzed this system in software engineer method and principle. In the business analysis. the original business processes are analyzed in this thesis, and then the optimized business process diagrams are given. In the function analysis, through the use case analysis and use case descriptions, the thesis identifies the system functions, and gives the system general use case diagram and sub-use case diagrams and corresponding package diagrams. In the data analysis, the data of the system needs to process is analyzed, the entity class relationship diagram and thumbnail diagrams are given.and the database tables’structure is established. At last, the research and analysis are summarized. The future work to do is also prospected in this thesis. The main functions of this system include the petition acceptation、 the petition item transfer、the undertake managements the case reply management、the case closing and filed、the basic data management and the system management.
