X清洁能源公司发展战略研究

【摘要】 近年来中国经济的飞速发展,国内生产总值持续高速增长,主要依靠的是产业投资拉动,自然对能源的需求也不断增长。中国政府以GDP为标准的考核方式,忽略了对环境的保护,形成了粗放式发展,导致中国各地多发雾霾天气,民众对环境破坏的反映越来越强烈。政府转变态度,直面环境破坏,陆续出台一系列能源结构调整政策,利好清洁能源发展,并且为了显示决心,还制定出了实施细则。全国规划五年内能源消耗总量中煤占比降至65%以下,河北省计划全省煤消耗量五年内净减少4000万吨,削减的热能约为3×1010m3的天然气热能。北京APEC会议、北京和张家口申办2022年冬奥会都对河北地区经济转型和环境治理提出了更高的要求,促进清洁能源的发展。随着运输业的飞速成长,越来越多的国家加入或被卷入到全球能源竞争的队伍中,同时承担着能源波动的风险,能源主产区的政局动荡会引发全球连锁反应,反过来能源价格动荡对能源输出国的经济也会产生重大影响,为保证国家能源供应稳定,清洁能源必须要起到一定支撑作用。本文所选X公司是具有代表性的地方政府清洁能源投融资平台,该公司已经在香港上市,研究分析该企业的发展战略对地市政府在环境危机下如何发展清洁能源有着积极的意义和参考价值,同时该公司快速发展壮大将成为京津冀地区的环境污染治理的中坚力量,对该区域经济、民生有着极为重要的意义。伴随清洁能源吸引力的提高,X公司的强力竞争对手不断增多,作为一个省属国有企业,承担着省政府投融资平台、基础设施建设平台职能,研究如何在严酷的市场竞争下生存的发展战略具有重要的应用价值。本文首先分析清洁能源发电与煤炭等传统非清洁能源发电的优劣势,提出使用清洁能源的必要性和紧迫性,从X公司的现状出发,结合行业的宏观环境和行业环境,利用各种模型对X公司面临的内外竞争环境和发展战略进行剖析和选择。然后制定公司在清洁能源领域实施相关多元化的发展战略,并提出多元化战略的三条主线,一是进入光电、水电、核电等其它清洁能源发电领域,规避单一能源系统性风险;二是以技术组合突破为基础的多重能源系统多元化,依托各能源技术组合,提升清洁能源整体发电效率和稳定性,比如风电与光伏组合,风电与水利组合,风电与天然气组合等,甚至突破发电行业圈子,依托科技向荒山治理、渔光互补等跨行业技术组合发展;三是以成本利润导向的产业链延伸多元化,以降低成本和转移利润为导向,向上游设备制造产业参股寻求降低建设运营成本,向下游电网渗透发展寻求分享转移利润,抓住产业链中新兴产业机会。通过上述相关多元化战略确立公司在国内清洁能源发电行业的一流地位。最后深入探讨公司未来战略的方向和保障措施。希望借此能对我国地方政府清洁能源投融资平台的可持续发展有所启迪,提升清洁能源企业竞争力,对治理环境污染有所帮助。

【Abstract】 In recent years, the rapid development of China economy, the sustained rapid growth of GDP, is mainly depend on the industry investment pull, demand for energy is also growing. China government assessment system based on GDP standard, neglecting the protection of the environment, the formation of extensive development, resulting in Chinese across multiple haze weather, people on the destruction of the environment to reflect the increasingly strong. The government want to change the attitude, face the destruction of the environment, has promulgated a series of policies favorable to the adjustment of energy structure, which is good for clean energy development, and to show the determination, also formulate detailed rules for the implementation of it. In September 2013, the State Council issued plan to the total energy consumption of coal in the proportion dropped to below 65% in five year, Hebei Province, the province’s coal consumption also response within five years, a net reduction of 40000000 tons, cutting heat is about natural gas heat of 3×1010m3. APEC meeting in Beijing, Beijing and Zhangjiakou bid for the 2022 Winter Olympics have put forward higher requirements on the transition of economy and environment management in Hebei area, to promote the development of clean energy. With the rapid development of the transportation industry, more and more countries join or be involved in global competition for energy in the team, also bear the risks of energy fluctuations, political instability energy producing areas will trigger a global chain reaction, in turn, energy price volatility on the energy output of China economy will have a significant impact, in order to ensure a stable supply of national energy clean energy, must play a supporting role.This paper selected X company is representative of the local government clean energy investment and financing platform, the company has been listed in Hongkong, research and analysis of the enterprise development strategy has a positive significance and reference value on City Hall how to develop clean energy in the environmental crisis, at the same time, the company’s rapid growth and development will become the backbone of governance the pollution of the environment of the Beijing Tianjin Hebei region, the regional economy, the livelihood of the people have a very important significance. With the increase of clean energy attraction, strong rival X’s growing, as a state-owned enterprises, bear the province of government investment and financing platform, the construction of infrastructure platform functions, research on the development strategy of how to survive in the harsh market competition under which have important application value.This paper first analysis of clean energy power generation and coal and other traditional non clean energy generation of advantages and disadvantages, put forward the necessity and urgency of the use of clean energy, from the current situation of X company, combining the macro environment and industry environment, the X company is facing competition environment inside and outside and development strategy analysis and choice of using various model. Then make the company the implementation of related diversification development strategy in the clean energy field, and puts forward the three main lines of diversification strategy, first of all, try to enter photoelectric, hydropower, nuclear power and other clean energy power generation field, to avoid a single energy system risk; Secend, is based on the technology of combination of diversified multiple breakthrough based energy system, relying on the energy technology portfolio clean energy, improve the overall power generation efficiency and stability, such as wind power and photovoltaic combination, wind power and hydraulic combined, wind power and natural gas combined; Third, is the cost profit oriented extension of industrial chain diversification, to reduce costs and transfer profit oriented, to the upstream equipment manufacturing industry shares to seek to reduce construction and operation cost, to the downstream grid permeability to seek the development of share transfer profits, seize the opportunity of the emerging industry in the industrial chain. The establishment of the company in the domestic first-class status of clean energy power generation industry through the related diversification strategy. Finally, discussed the direction and guarantee measures of the company’s future strategy. I hope to be able to have the inspiration to our country local government sustainable clean energy investment and financing platform for the development of clean energy, promote the competitiveness of enterprises, the management of environmental pollution help.
