【摘要】 2011年3月,由中国人民银行主导的《关于推进金融IC卡应用工作的意见》正式对外公布并实施,该意见正式启动了在全国范围内银行传统磁条卡逐步向金融IC卡迁移的相关工作,并制定了明确的时间计划安排,对金融IC卡在相关应用拓展也做了明确的要求,这标志着银行卡产业将迎来全新的发展机遇,金融IC卡发展已成为新的行业焦点。一方面,是因为随着国内银行传统磁条卡规模的不断扩大,由传统磁条卡安全技术防范能力弱导致的银行卡欺诈风险、伪卡盗刷风险、信息泄露风险也在逐步上升,必须通过金融IC卡迁移带动银行卡产业技术升级来有效降低风险;另一方面,银行卡的使用领域随着规模的增长,也在不断延伸,但是传统的磁条卡已经难以满足跨行业、多功能、多应用的产业发展需求,必须通过金融IC卡的技术优势,来推动银行卡业务的创新发展。在这背景下,为进一步创建智慧城市体系,有效推动全市各界资源共享和协同服务,满足市民多样化、个性化的服务需求,2013年常熟市政府正式启动了常熟市民卡的发卡工作,并作为全市民生实事工程,全面推进相关应用建设。常熟市民卡是一张标准的金融IC卡,它的发行标志着常熟整体金融IC卡推进建设取得了历史性的成果,同时也成为全国将城市整体规划建设同IC卡应用推广紧密结合的示范城市。本文通过合理利用项目管理相关理论,以常熟市民卡的发卡及公共应用推广建设作为研究切入点,探索如何解决金融IC卡迁移和业务创新过程中出现的上述问题,同时分析金融IC卡在促进社会产业升级,特别是应用推广领域建设所带来的各项社会效应,以及在服务社会民生中的发挥的重要作用。更多还原

On the one hand, is because with continuous expansion of the scale of domestic banks’ traditional magnetic stripe card, by the traditional magnetic stripe card security technology to guard against the weak ability to cause the bank card fraud risk, pseudo card stolen brush risk, the risk of information leakage also increased gradually must through financial IC card migration driven by bank card industry to upgrade its technology to effectively reduce the risk; on the other hand, bank card using the field with the increase in the size of, in ceaseless and outspread, but traditional magnetic stripe card has been difficult to meet the demands of cross industry, multi-function, multi application needs of industrial development must be through the financial IC card technology advantage, to promote the bank card business innovation and development.In this context, to further create a smart city system, effectively promote the city’s public resources sharing and collaboration services to meet the diverse, personalized service needs, in 2013 the government of Changshou City officially launched the card issuing work in Changshu City, and as the city’s livelihood projects, comprehensively promote the relevant application. Changshu citizen card is a standard financial IC card, which is issued as a symbol of Changshu’s overall financial IC card to promote the construction of a historic achievement, but also become the city’s overall planning and construction of urban planning and integrated application of IC card.In this paper, through the reasonable use of project management theory, the paper analyzes the problems in the process of financial IC card transfer and business innovation, and analyzes the social effects caused by financial IC card in the promotion of social development, especially in the service of social life.更多还原
