【摘要】 自上世纪90年末期开始,中国互联网经历了跨越式的发展,其所根植的政治基础、经济基础和社会基础也发生了巨大的变化,它预示着越来越多的国人通过网络参与到社会公共事务中,并对政府的决策产生影响。随着互联网技术的进步,网络舆情这一概念逐渐兴起,不同时期出现了各自具有代表性的网络媒介,并对政府治理产生了影响。而随着微博的兴起,对网络舆情产生了前所未有的巨大推动作用。自改革开放以来,社会利益群体多元化的格局正在形成。政府决策的渠道亦随之趋于多元化,有助于接受更多更真实信息,改变原有的僵化模式,形成一套完整的机制,增强执政的科学性和民主性。但是政府部门在沟通机制建设、法律法规建设方面的滞后,执政理念的落后,使得政府在微博为代表的网络时代,陷入了困境。而网络舆情的兴起与治理能力的低下,也造成了政府的公信力下降。本文从政府在舆情治理方面的困境形成原因进行分析,结合微博平台的发展现状,指出政府需要在网络舆情中一方面需要改变处置形式,形成良好回应,加强沟通机制的建设,增加网民参与公共事务管理的渠道,促进政府治理水平的提高；加强法制建设,建设法治政府规范权力运行。二是形成微博生态圈的优化,加强网民的道德建设,使得网民行为受到一定的约束,注重加强立法建设,引领互联网发展,净化互联网环境,赋予网民权利,规定网民的义务；加强网络监管,使得一切都在有序的前提下进行,有效提升政府应对能力。更多还原

【Abstract】 Period since the late 1990s, China Internet has experienced leaps and bounds, political foundation, economic and social foundations of its roots also undergone tremendous changes, it indicates that more and more people through the network to participate in society public affairs, and the impact of government decisions. With the advancement of Internet technology, the concept of a network of public opinion gradually rise, they appeared at different times each representative network media, and governance impact. With the rise of microblogging, public opinion on the network produced an unprecedented huge boost. Since the reform and opening up, social interest groups diversified pattern is formed. Channels of government decision-making has also come more diversified, more real help to receive more information, changing the original rigid pattern, form a complete mechanism, enhance the ruling scientific and democratic. But the government in the construction of communication mechanisms, building laws and regulations lag behind the concept of governance, making the government in the Internet age microblogging represented in trouble. The rise of low network public opinion and governance capacity, also caused a decline in the government’s credibility. In this paper, the formation of public opinion from the government difficulties in analyzing the causes of governance, development situation of the microblogging platform, pointing out that the government needs in the network of public opinion on the one hand the need to change the form of disposal, to form a good response, strengthen communication mechanisms, and to increase Internet users to participate in public transaction management channels, promote the improvement of the level of governance; and strengthening the legal system, the rule of law the government regulate the exercise of power. Second, the formation optimization microblogging ecosystem, strengthen the moral construction of Internet users, so that the behavior of Internet users are subject to certain constraints, focus on strengthening the legislative building, leading the development of the Internet, purify the Internet environment, giving users the rights, obligations of Internet users; strengthen network monitoring, makes everything in orderly premise, effectively enhance government capacity to respond.更多还原
