【摘要】 随着现代战争对高新技术依存度的不断提升,军事资源构成中的高科技含量快速增长,特别是武器装备、军用物资等的技术构成已由传统的以机电产业为主的市场供给向微电子、通信、计算机、新能源、生物工程、新材料以及精密制造等高新技术诸多产业综合一体化的市场供给转变,推动了军事采购的资源范畴由面向国内市场为主扩展至面向国际国内两个市场,军事采购的职能功能由面向部队建设为主扩展至面向战场遂行保障。按照国防部和军队现代化建设发展目标,军事采购要围绕未来战场军事高技术体系应用需要,关注高新技术对军事资源构成和战斗力生产的影响,依据采购的职能拓展和任务转型,突出装备采办的功能建设,在专业结构、力量构成、基地布局、遣送能力等方面形成更系统、更完整、更符合未来战场保障实际的系统功能。军事采购要紧贴军队现代化建设对高技术产业群的资源需求,战争形态的差异直接决定了军事采购的具体要求。现代高技术战争是以力量准备、智慧博弈、科技应用和军事资源的可持续保障等要素条件来规划战略、组织战役、实施战术并直至最后的决战。军事资源作为战争运动的物质主体是以沉淀高科技含量的武器装备和军用物资为主要构成,并以这种物化的高技术产品在战场的广泛应用实现战争的运动和消耗,达到战争的目标。高技术产业作为信息时代的支柱产业和国家的战略资源,是支撑军队建设和军事行动供应保障的核心产业,因此,它必然是军事采购面向未来发展和实现有效保障的供给主体。高技术产业群是军事采购满足战争需求和实施有效供给的主要关注点,军事采购要提升战场保障能力,必须加大对高技术产业群的了解,包括政治层面、经济层面的相互融合,同时注重提升自身的业务功能,包括熟悉产品制造,了解成本构成和优化采购运行方式等,不断强化对高技术资源的获取能力。现代军事的发离不开信息化、智能化建设,要想在全球信息化发展的浪潮下不落后于人,只能加大力度发展现代科技,提升全军的智能化水平。作为军队后勤系统工作的一员,本文旨在通过物资采购智能系统的开发过程,重新认识军队后勤的整个业务流程,通过军事采购的智能化建设,实现军事采购的业务流程再造,为将来实现全军后勤物资采购的系统化、智能化提供一定的理论和技术基础。更多还原

【Abstract】 With modern high-tech war’s rising dependence on military resources constitute the high-tech rapid growth, particularly weapons and equipment, military supplies and other technology forms from the traditional mechanical and electrical industry mainly supplied to the microelectronics market, communications, computers, new energy, bio-engineering, new materials and precision manufacturing and many other high-tech industrial complex integrated market supply change, pushing the military procurement from the scope of the resources for the expansion of the domestic market to international and domestic two market-oriented the functions of the expansion by the military procurement function for construction of the main forces to carry out security for the battlefield. High-tech industry as a pillar industry in the information age and the country’s strategic resources, is to support military construction and military action to protect the core of the supply industry, therefore, it must be military procurement for the future development and implementation of effective protection of the main supply. High-tech industry group is the main focus of military procurement to meet war needs and implement effective supply of military procurement to enhance battlefield support capability, we must increase awareness of the high-tech industry group, including merging the political level, economic level, while focusing enhance their business functions, including familiarity with product manufacturing, understand the cost structure and optimize the procurement operation mode, etc., continue to strengthen the ability to obtain high-tech resources.The hair can not do without modern military information, intelligence building, to the global development of information technology does not lag behind the wave of people, can only intensify the development of modern science and technology to enhance the army’s intelligence level.
