构建基于GIS系统的环境管理平台的研究

【摘要】 伴随着当今经济的高速发展,环境承载的压力越来越大,其中水污染、气污染、噪声污染等环境问题呈现出复杂性与多样性的趋势,自此环境日常管理、突发事件应急与环境预警显得尤为重要。在我国的环境保护管理工作中,对于各类污染源的管理也逐渐深化,而环境管理脱离不了环境信息的支持,传统的手工采集环境信息数据、解决环境问题方法已经力不从心。如何做好环境数据整合、提高环境管理效率已经成为了急需解决的问题,而环境地理系统因为其特点与功能在环境管理中得到了广泛的应用。本文用吉林省环境资源数据为背景,构建集中管理、深度融合、智能应用、安全可靠的环境管理平台。论文根据目前国内环境信息化建设的整体发展趋势,利用了国内外较为先进的信息技术,将水、大气、噪声等环境质量信息、企业污染物排放信息、环境监管执法信息、环境风险源动态信息等数据整合于一体,实现信息覆盖全面化、综合查询化、高效管理化,并结合目前最为先进的环境GIS技术“以业务带图,以图管环境”新的环境管理模式,集成了本系统管理平台。此平台可以提供一套统一的、通用的、共享的环境信息化监管体系,并把环境要素、热点信息均集成到此平台,环境管理部门可以通过此平台实现环境日常管理、突发事件应急与预警的安全管理目的。

【Abstract】 With the fast development of economy today, the pressure that the environment loads is increasing day by day, and water pollution, air pollution, noise pollution, and other environmental problems present a trend of complexity and diversity, therefore,environmental daily management, emergencies and environmental early warning are particularly important. In the environmental protection management in China, the management of all kinds of pollution sources is also gradually deepened, while the environmental management cannot be divorced from the support of environmental message, the traditional method of manually collecting the data of environment al message and solving environmental problems has become the history. How to well integrate environmental data and improve the efficiency of environmental management have become an urgent problem, and environmental geographical system, because of its characteristics and function, has been widely used in environmental management. This paper, taking the environmental resources data in Jilin province as the background, builds a safe and reliable environmental management platform of centralized management, deep integration and intelligent application.This paper, according to the overall development trend of the current domestic environmental information construction, uses the advanced information technologies both at home and abroad to integrate water, air, noise, environmental quality information, enterprise pollutant discharge information, environmental monitoring law enforcement information, environmental risk source dynamic information etc into one organic whole to realize the generalization of overlaying of information,comprehensive inquiry and efficient management, and combining the most advanced environmental GIS technology and the new mode of environmental management of“ business driving drawings, drawings managing environment”, it integrated the management platform of this system. The platform can provide a set of unified,commonly used and shared supervision system of environmental information, and integrate the environmental elements and hot information into this platform, so the environmental management department can realize the environmental daily management, emergency response and early warning through this platform.
