基于案例推理的电厂项目管理系统设计与实现

【摘要】 目前,鉴于电力行业的特殊性及其在国家战略发展过程中的重要地位,电厂项目的管理不仅需要在技术上合规合理,还要提升效率并取得良好的工程质量。在当前我国经济结构转型、产业升级的形势下,电力市场的持续稳定发展将面临更大的挑战,电厂项目管理存在的问题将会更加突出、机遇和挑战都会继续增多;在不断扩充的电力市场中,如何保证各项目的顺利进行成为了亟待解决的新问题,如何设计更加科学而有效的工程项目管理系统,并实现更完善的合同管理是一项摆在电力行业的必须性和紧迫性的任务。本文针对当前我国的信息管理系统与国外发达国家存在差距较大的现实和需求现状,提出了一种辅助电厂项目工程管理进行项目管理的信息管理系统,基于案例推理的电厂工程项目管理系统。首先,本文讨论了电厂项目管理机制的内涵及功能,分析了电厂工程项目管理现状,提出工程企业应尽快建立完善并切实可行的智能化项目管理系统;同时,在全面分析目前应急管理信息系统在电厂项目管理的决策中的作用的基础上,鉴于项目管理系统难以高效利用的需求现状,提出将案例推理和网络通信技术应用到电厂工程项目管理系统中,实现现有资源的聚类管理以及高效利用。其次,针对案例推理的技术优势和其在各种决策支持系统中的高效广泛利用现状等进行分析,指出案例推理技术在电厂工程项目管理系统建设中的应用前景。然后,针对基于案例推理的项目管理系统进行了功能设计以及代码实现。由于项目管理的核心问题是合同管理,因此主要进行了以合同管理为基础的项目管理系统的设计与实现。所设计实现的项目管理系统,可以不仅能够将本厂的项目相关的合同及事件等存在系统案例库中,而且还能够利用网络通讯技术实现厂际合作的工作模式,建设厂际共同的案例库,实现资源的有效整合;当案例推理方法整合到电厂工程项目管理系统中时,基于丰富案例库中的以往案例,经过检索和复用就可以提供大量可选择解决方案,以支持决策者在处置突发事件中能够短时间内做出一系列反应决策并给出相应的处理解决方案,提高管理者的管理水平和工作效率。
【Abstract】 At present, in view of the special nature of their important role in the management of the national strategy development process power plant projects requires not only technically reasonable compliance, but also needs to achieve higher standards of efficiency and safety.However, with the rapid development of China’s electricity market, the state continues to increase investment in power industry infrastructure. Therefore the power plant project management problems will be more prominent, challenges will continue to increase. Constantly expansion of the electricity market brings the question that how to ensure the smooth progress of the projects is becoming a new problem to be solved, and how to design more scientific and effective project management system, and achieve better contract management is a challenge facing by the power industry.In this article, as for the fact that the huge gap existing between domestic MIS development and foreign countries’, we proposed a kind of management information system designed for instructors to manage engineering project: Case-based Engineering Project Management System in Power Grid. First of all, the article discusses the meaning and functions of the Engineering Project Management System. The current situation of the management for engineering project is also analyzed. It proposes that the corporate should establish the intelligent project management mechanism as soon as possible, by which to improve the efficiency and quality of the manager’s performance and security level, to ensure their safety and the orderly operation. Meanwhile, in the view of the project cases’ collecting, management, and the difficulty of using for the status quo, we put forward applying the case-based reasoning and communication technology to engineering project management system to achieve cluster management and efficient use of existing resources. Secondly, we analyze the status quo for case-based reasoning technology’s advantages and the extensive use of various decision support systems, which pointed out that the case-based reasoning technology’s application prospects in the engineering project managementsystem. Finally, we build up the support system including the functional design and code implementation. Because contract management is the core issue of project management,therefore this chapter mainly illustrates the design and implementation of the contract management applying case-based reasoning. The system will not only be able to upload the project case of the corporate to the database, but also can take advantage of network communication technology to achieve cooperation between companies by building a common database, in order to achieving the effective integration of resources. When the case-based reasoning method is integrated to engineering project management system, which based on cases in the database, we can retrieval and reuse to get a lot of options, so the administrator can handle emergencies and find solutions in a very short period of time. In the last, we summarize all the work we have done and propose the career prospect by the actual situation.
