基于能力素质模型的FC铸造公司培训体系研究

【摘要】 传统企业更多依赖资源成本驱动和发展,然而在中国人口红利逐渐消失,劳动力成本上涨的今天,原有企业生存的优势基础已经不复存在,现代企业更多的必须依赖创新驱动,而创新活动的开展离不开高质量的创新人才,创新人才是现代公司发展的制胜法宝,培训是公司对人力资源进行的战略性投资,传统铸造公司人员素质普遍不高,面对经济新常态发展要求,进行技术改造,不断提高人才素质为铸造公司持续发展提出更多新的机遇和挑战。现在企业培训管理工作正在逐步转入由个体培训向全员培训的过渡时期,企业培训工作在各个规模的企业中得到了足够的重视和大力支持,但是因为我国企业培训工作起步晚、底子薄、基础差,导致大多数企业培训体系直接照搬西方公司的整套体系,常常产生众多的矛盾与问题,解决这些问题的根本在于应该结合企业的实际情况,在分析企业特色与优势的基础上,在先进理论基础之上,构建符合本企业特色的培训体系。本文研究对象是作者工作的FC铸造公司,该公司面临人员素质参差不齐,人才供给不足的局面,公司培训体系存在诸多问题,比如针对员工能力素质的培训体系不健全,员工晋升与员工能力素质关系不紧密,缺乏科学的学习制度等等,通过问卷分析发现,该公司培训管理工作还存在很大的改善空间。能力素质是一种员工的个人潜在特质,将员工担任特定岗位所需的所有能力素质组合就形成了员工能力素质模型,这种先进的理论方法是国际流行的人力资源管理方法,基于能力素质模型设计培训体系不仅有利于企业战略与人力资源管理的紧密结合,提高了人才使用效率,做到人尽其才,还有利于将员工个人发展需求与公司战略需求相结合,发掘员工潜在特质,提升个人自身素质。本文首先给出文章选题背景、研究意义、研究方法与内容;第二部分和第三部分作者首先梳理了有关能力素质理论和培训管理理论的相关理论基础,在全面掌握相关理论的基础上,以FC铸造公司为例,对铸造公司现有培训体系进行系统分析,包括公司背景、人员结构等方面,运用随机问卷调查方法,对FC铸造公司现有的培训体系现状进行整体分析,发现FC铸造公司存在缺乏有针对员工能力素质的培训计划、培训形式单一等诸多问题,并基于以上分析,提出基于能力素质模型构建FC铸造公司培训体系的思路;第四部分从现有问题出发,提出基于能力素质模型的培训体系设计思路,首先基于能力素质模型分析FC铸造公司培训需求,依据能力素质模型方法的具体步骤,依次从培训计划制定、培训组织实施和培训效果评价三方面进系统设计,对员工能力素质提升情况进行评价,并以一般管理人员为例,给出能力评价表;在第五部分,针对学习型组织建设、员工创新能力培养、文化保障、制度保障和组织保障五方面,本文提出FC铸造公司具体的培训体系落实保障措施,为公司基于能力素质模型的培训体系落实提供了可操作的建议。本文基于能力素质模型的培训体系设计进一步提高了FC铸造公司人力资源管理效率,是公司以人为本价值观的直接体现,不仅提高了培训工作的科学性,具有一定的探索意义,从长远来看,对于企业员工素质的整体提升和创新能力的发展,以及企业的持续经营具有重大现实意义。

【Abstract】 Traditional enterprises rely more on resource cost driver and development of demographic dividend gradually disappear in China, however, today, the rising cost of Labor, the advantages of the original enterprise survival foundation has ceased to exist, more modern enterprises must rely on innovation drive, and the innovation development cannot leave the high quality innovative talents,. Talents training is the adoption of modern company development, is the company’s strategic investment of human resources, traditional foundry company personnel quality generally is not high, in the face of the new normal economic development requirements, technical renovation, continuously improve the quality of the talents for foundry company continues to develop more new opportunities and challenges. Now is gradually transferred to the individual enterprise training management training to the employee training in the transition period, the enterprise training work in the business of various size enough attention and support, but because our country enterprise training work late start, the poor foundation, foundation is poor, cause most of the enterprise training system directly copied western companies of the whole system, often produce many contradictions and problems, to solve these problems that should be combined with the actual situation of enterprises, on the basis of the analysis of enterprise features and advantages, based on the advanced theory, build in accordance with the characteristics of the enterprise training system.In this paper, the research object is the Foundry Company FC, where the author works. This company’s personnel quality is uneven, the situation of the shortage of talent, the company training system has many problems, such as for staff ability quality training system is not sound, employee ability quality promotion and employee relationship is not close, the lack of scientific learning system, and so on, through the questionnaire analysis found that the company training management work also has very big improvement space. Ability quality is a kind of personal qualities, potential employees to staff as a specific post all the ability quality combination was formed staff ability quality model, this method of advanced theory is an international popular method of human resource management, training system based on competency model design is not only beneficial to closely integrated enterprise strategy and human resource management, increasing the service efficiency of the personnel, do men, there is conducive to personal development needs to combined with the company’s strategic needs, the excavation latent trait employees, improve personal itselfThis paper first gives the paper selected topic background, research significance, research methods and contents; Second part and the third part the author firstly combed the relevant theory of ability quality and training management related theoretical basis of the theory of the comprehensive grasp on the basis of relevant theories, Foundry Company FC, for example, a system of casting company existing training system analysis, including company background, personnel structure, etc., using random questionnaire survey method, the current situation of Foundry Company FC’s existing training system overall analysis, found Foundry Company FC is lack of the ability quality training program for employees, training, form a single, and many other problems, and based on the above analysis, based on competency model construction of Foundry Company FC training system; Fourth part starting from the existing problems, puts forward design of training system based on competency model, first of all, based on analysis of Foundry Company FC ability quality model casting company training needs, according to ability quality model methods of the specific steps and, in turn, carry out from the training plan, training organization and training effectiveness evaluation into the system design, to evaluate the employee’s ability quality promotion, and general managers, for example, given ability evaluation; In the fifth part, in view of the learning organization construction, the staff innovation ability training, cultural security, system security and organizational guarantee the five aspects, this paper puts forward Foundry Company FC training system implement the safeguard measures, based on the ability quality model for the company training system implement provides the operable Suggestions. Training system based on competency model design to further improve the efficiency of the Foundry Company FC human resource management, is the direct embodiment of people-oriented values company, not only improves the scientific nature of the training work, has a certain exploration significance, in the long run, for enterprise staff quality and innovative ability of the ascent of the whole development, and sustainable management of the enterprise has important practical significance.
