【摘要】 近年来,作为经济全球化背景下最突出的跨国企业行为态势之一,国际服务外包产业在国际金融危机中逆势增长,并呈现多元化、高端化发展趋势,已成为世界经济增长的新动力、国际竞争的新领域;我国服务外包产业发展迅猛,无论是产业规模还是产业水平都有了较大提高,已成为服务外包大国;同时,我国作为最大的发展中国家也在积极制定相关政策鼓励和促进本国企业承接国际服务外包。国际服务外包产业发展迅速,正成为世界经济新一轮产业结构调整的主旋律。尤其是金融危机之后,跨国公司后台、研发等业务呈现出由欧美向亚太、中东欧等地区加速转移,中国将成为全球承接服务外包的第二大中心。天津市作为国务院批准设立的21个服务外包示范城市之一,是环渤海经济地区的中心城市,区位优势明显,交通发达,基础设施良好,是北方最大的沿海城市和港口城市,这些优势给天津市发展对外贸易和承接国际服务外包创造了条件。近几年来,服务外包产业作为天津市重点支持发展的产业,已经取得了迅速发展。天津市政府为了鼓励和发展服务外包产业,出台了一系列政策,从产业发展、结构升级、人才引进、激励创新、税收优惠等方面给予了大力支持。另一方面,天津市也存在一些制约着该行业发展的劣势因素,要想继续更好更快的发展服务外包行业,就需要制定更好的政策方法推动该行业的发展。本文正是基于这样的背景,从理论和实证两个角度分析天津市承接服务外包的整体情况,主要研究影响天津市承接国际服务外包的七个影响因素,包括经济发展状况、劳动力成本、人力资源、对外开放度、基础设施建设、服务业水平和研发水平。并对这些影响因素的影响程度进行研究,在此基础上对天津市制定扩大承接国际服务外包规模的政策提供一些合理的政策建议。更多还原

【Abstract】 In recent years, As one of the most prominent multinational enterprises behavior tendency under the background of economic globalization, the international service outsourcing industry grow in the international financial crisis, and showed a trend of diversification, high-end development, has become the world’s economic growth momentum and the new field of international competition; Fast development of service outsourcing industry in China, both in industry and industrial level has greatly improved, China has become a great nation of outsourcing services; At the same time, our country as the largest developing countries are also actively develop policies to encourage and promote domestic enterprises to undertake international service outsourcing. International service outsourcing industry has developed rapidly and is becoming a world economic theme of a new round of industrial structure adjustment. Especially after the financial crisis, multinationals such as the background, research and development business from Europe and the United States to Asia Pacific, central and eastern Europe and other regions to accelerate the transfer, China will become the world ’s second-largest center to undertake service outsourcing.Tianjin as one of service outsourcing demonstration city of 21 cities approved by the state council, as one of the city of the center of the Bohai sea economic region, location advantages obviously, traffic developed, good infrastructure, is the largest coastal city in the north and the port city, these advantages create conditions to the development of Tianjin’s foreign trade and undertaking international service outsourcing. In recent years, service outsourcing industry as a key support for the development of Tianjin’s industry, has made rapid development. Tianjin municipal government make a series of policies to encourage the development of service outsourcing industry, the structure of the industry development, upgrading and introducing talents, innovation, the respect such as tax breaks for support. Tianjin, on the other hand, there are some disadvantage factors restrict the development of the industry, if you want to continue to better and faster development of service outsourcing industry, will need to develop better ways of policies to promote the development of the industry.In this paper, based on this background, we from two angles of theory and empirical assessment the whole situation of service outsourcing of Tianjin, the main research is to analysis seven influencing factors of Tianjin to undertake international service outsourcing, including economic development, labor cost, human resources, foreign open degree, the construction of infrastructure, service level and payment level on research. And to study the influence of these factors, on the basis of the set in Tianjin expand to undertake international service outsourcing policy to provide some reasonable Suggestions.更多还原
