健康城市视角下深圳市水敏性社区建构研究

【摘要】 随着近年来城市建设的高速发展,深圳的暴雨洪涝灾害愈演愈烈,面临着既怕水又缺水的严峻形势。城市环境的恶化,导致生活其中的人们身心日益亚健康甚至不健康。社区作为城市建设的基本单元,完善其安全问题和健康问题建构策略,可以使城市的建设得到强有力的支撑。在这种背景下,将融合了雨洪管理与空间设计的水敏性社区理念引入深圳十分必要。研究从健康城市的视角切入,在明确了水敏性社区基本概念的基础上,提出深圳水敏性社区的建构策略。从城市的开发建设导致的城市内涝问题出发,通过文献阅读以及案例对比分析的方法,得出水敏性社区能够缓解深圳社区的水灾害问题,对将其引入到深圳社区建构中的必要性和可行性进行了探讨。并且在规避水灾害的同时,水敏性社区还能为社区居民的健康带来诸多好处,建立了健康城市与水敏性社区之间的关联。基于社区安全是健康能够实现的前提,从水灾害规避的视角下,通过案例比对解析法对水敏性社区建构了微观、中观和宏观三个层面的水安全策略。在微观层面,对水敏性基础设施的综合利用进行了梳理;在中观层面,对社区内的雨水循环系统进行了组织;在宏观层面,建立了社区与城市之间的水系统循环。在这三个层面对水敏性社区水灾害的规避均有着不俗的效果。在社区水安全策略建构的基础上,又通过对多个成功案例的解析,得出水敏性社区还能提升诸多社区健康方面的价值。在生理健康方面,提升了社区的水生态价值和水资源价值,在心理健康方面,提升了社区的水文化价值和经济价值。在实现社区的生态多样性和雨水循环利用的基础上,为社区居民营造了丰富的生活场所,节省了日常开支。从水敏性社区建设的前期准备和空间布局建构了其设计策略,并且初步建构了水敏性社区的设计衡量和设计后评价。本研究引入了国际热点的社区建构理念,在社区尺度上进行了思考,促进了学科交叉融合,丰富了我国水敏性城市设计领域的研究,有多方面的理论意义;同时还保证了社区居民的安全健康,提升了社区环境品质,实现了社区的生态多样化,提高了土地价值,有着丰富的现实意义。
【Abstract】 With the rapid development of urban construction in recent years, Shenzhen’s flood disaster intensified heavily. Shenzhen is facing the grim situation of floods and water scarcity now. The deterioration of the urban environment has led to growing sub-health physically and mentally, even unhealthy. As the basic unit of urban construction, through improve communities construct strategies about safety and health problems can make the city’s construction been strong supported.Under this background, it is very necessary to led in the concept of combine rain and flood management with space design water sensitivity community in Shenzhen. Start with this concept, with the perspective of healthy city to provide the water sensitivity construct strategic of community. On the basic of understanding the water sensitivity concept, start with the flood which brought by the development of city, through reading literature and the method of comparative analysis, to find that water sensitivity communities can reduce water disasters problems of the community in Shenzhen. Discuss the necessary and the feasibility of bringing it into community of Shenzhen. At the same time in avoiding the water disaster, the water sensitivity community still can bring many benefits for the health of the community residents, established the link between the city and the water sensitivity of health community.Security is a prerequisite for a healthy city can be achieved. From the perspective of the water disaster avoidance, through case analysis method to construct a water sensitive community in micro, medium and macro three levels of water security policy. At the micro level, the comprehensive utilization of water sensitive infrastructure has combed; at the medium level, rainwater recycling system within the community were organized; at the macro level, a circulating water system between communities and cities has been establishment. All these three levels have impressive effect on water-sensitive community disaster avoidance. On the basis of ensure water security in the community, through analysis a number of success established cases, draw a conclusion that water sensitivity of communities also can enhance the value of community health. In terms of physical health, enhance the value of water ecological and water resources of communities, of mental health, enhance the cultural and economic value of communities. On the basis of achieve ecological diversity and rainwater recycling, creating a plentiful place to live for community residents and saving daily expenses. Finally, construct the design strategy for the preparation and spatial layout for water-sensitive community, and preliminary construct the water-sensitive community design measure and post-evaluation.In this study, the advanced construct concept of the foreign communities has been introduced, promoting interdisciplinary integration and enriching the study of water sensitive urban design field. There are many aspects of theory significance in this study; and the same time, the safety and health of community residents can be ensured, enhance the environmental quality of the community, realize the ecological diversity of the community and increase the land value. So this study has a wealth of practical significance.
