【摘要】 人口老龄化现阶段已然是世界各国共同面临的难题,根据国务院《社会养老服务体系建设规划(2011-2015年)》的预测,到2015年,我国老年人口将达到2.21亿,约占总人口的16%;到2020年将达到2.43亿,约占总人口的18%。伴随我国经济社会的飞速发展,人们生活质量提高的同时也使得人口预期寿命不断延长,人口高龄化与孤老化问题日益突出。近年来的“银发浪潮”已经对当前我国社会的养老承受能力和养老服务水平提出了新的挑战。因此,在新的历史时期,如何从我国人口严重老龄化的基本国情出发,探索新思路、新方法,不断完善居家养老服务的供给机制,提升养老服务供给能力,已经成为当前公共服务创新过程中不得不面对的问题。政府购买公共服务作为来源于西方国家的公共服务供给模式,是一种政府将公共服务的生产通过委托代理形式转移给第三方组织的新型模式。由此,政府在履行了公共服务供给职能的同时也实现了由公共服务的直接生产者到购买者和监督者的转变。本文综合运用新公共管理理论、治理理论和委托代理理论,对当前我国政府购买养老服务的基本模式、地方政策进行分析,对各地政府购买养老服务的具体实践进行归纳。并进一步对于重庆市购买养老服务存在的问题进行探析,借助实地调研和访谈对当前机构养老和居家养老服务的购买者、提供者、受益者等三方面进行了详实的调查,并对当前重庆市政府相关政策文件进行分析整理,在借鉴我国其他部分省市购买养老服务经验的基础上,从购买服务的政府角色定位、服务项目甄选、服务机构的准入、服务对象的评估机制、服务购买的有效流程及服务购买的后续监督评价等多个视角,提出了构建与完善重庆市政府购买养老服务的总体设计思路。并从扶持组织发展、完善利益表达机制以及多元主体的协同互动关系等方面,提出了进一步完善当前政府购买居家养老服务的对策建议。再加上当前重庆市经济社会发展现状以及作为我国西部统筹城乡发展的唯一直辖市这一特殊身份,更是让对重庆市政府购买养老服务的政府转型举措和实践效果有了更多的期待和关注。更多还原

【Abstract】 Aging population is now already facing many difficulties among the countries,According to the State Department’s forecasting in social care service system construction plan(2011-2015). To the year of 2015, our country’s aging population will reach 221 million, about the 16% of the population and will grow to the number of 243 million which will be 18% of the total population. With the rapid development of China’s economy and society, with the improvement of living standard, people’s life expectancy continues to increase, population aging and lonely old issues become increasingly prominent. In recent years, the "silver tide" has the capacity of the current pension and pension service level of our society have occurred new challenges. Therefore, how to explore new ideas and new methods, even home care services supplement mechanism and supply capacity enhancement from the aging of our population’s basic national conditions, is now becoming the problem which in the progress of public service innovation that we have to face.As a public services provision model from western countries, government procurement of public services is the new model which is a kind of government will be transferred to the production of public services through the agency in the form of third-party organization. Therefore, Government in fulfilling the public service delivery functions also achieved by the direct producers of public services to buyers and shift supervisors. This paper have used the new public management theory, governance theory and agency theory, analyzed the basic model of current policy of the Chinese government and local pension services, with the induction of pension services for local governments purchase the concrete practice. Through field investigation and interview on the current institution endowment and pension service that occupy the buyers, provider, beneficiaries and other three aspects has carried on the detailed investigation for the further analysis for Chongqing’s pension services purchasing and the analyze of Chongqing’s government policy documents. In the reference of the basis experience in some other provinces and cities’ pension services purchasing, we come up with the idea of building and improving Chongqing’s overall design train of thought on government purchasing. From a multiple perspective, the government role positioning of purchasing service, project selection, access to services, the service object of evaluation mechanism, the effective process of purchase and service purchasing follow-up supervision and evaluation. We come up with a suggestion of improving the current government purchase on home endowment about three aspects: Support the development of social organization, improve the mechanism of interest expression and the collaboration between multiple subjects. As the current status of Chongqing economic and social development especially as the only municipality directly under the central government to balance urban and rural development of west China, that do really get more expectation and attention on the practical effects of Chongqing municipal government to buy endowment services transformation measures.更多还原
