规模住区慢行友好化规划策略研究

【摘要】 在我国快速城市化的推动下,私人小汽车得到了不断的增长,居民机动化出行方式实现了从摩托车到小汽车的转变,交通出行结构发生了根本性变化。机动车的快速增长,确实给居民生产生活带来了便捷,但也使城市交通的碳排放量居高不下,城市环境问题面临更大的挑战和威胁,不利于城市的低碳健康发展。而慢行交通及公共交通拥有低碳、节能、环保的特点,在满足居民交通出行的同时符合城市可持续发展的需要。住区是城市居民生产、生活的起止之所,是城市最基本的人居环境细胞,居民一半甚至三分之二的时间花费在住区中,是人类居住生活最主要的空间。同时,住区也是城市用地比例最大,居民活动最集中的部分,直接与居民的日常生活紧密相连,住区规划布局的差异直接影响着居民出行方式的选择。在低碳交通发展理念的国际背景下,以慢行友好出行来引导住区规划建设,鼓励住区居民使用步行和自行车作为日常出行方式,并通过跟城市公共交通系统的有效衔接,将为有效控制住区使用过程中CO2的排放起到巨大作用,成为实现低碳城市的重要行动平台。另外慢行还是一种生活方式,具有休闲、锻炼和交往等功能。慢行友好出行引导下的住区规划能够为居民提供良好健康的住区环境,提高住区活力,同时也为城市的节能减排做出巨大贡献,成为低碳城市建设的关键内容。本文共分为四个部分,包括六个章节:第一部分主要是介绍研究缘起,确定论文框架并梳理研究现状。其中,第一章论述了本选题的研究背景和意义,界定了研究内容、范围与相关概念,提出了论文的研究思路、研究方法与框架体系。第二章对国内外相关理论研究与实践综述进行梳理与总结。第二部分为论文的基础研究。第三章首先对我国规模住区慢行友好出行方面的相关问题进行解析,对慢行友好出行的的概念、内涵、构成要素进行认知,并对住区居民慢行出行特征及慢行者心理需求特性进行分析。随后结合我国规模住区的实际建设情况,进行了慢行友好出行需求层级的构建,并从功能性、可达性、安全性、舒适性、愉悦性五个角度对慢行友好需求的空间内涵进行分析。最后在与人友好、空间友好、政策友好三大慢行友好要素指导下,建立以心理需求层级构建、物质环境规划、规划整合与调控为主要内容的住区慢行友好化规划内容体系。第三部分进入实证研究,选取了重庆市6个具有典型性的规模住区,归纳分析了居民群体特征、居民慢行出行特征及慢行出行满意度评价,并从土地利用、日常配套设施、道路网络、慢行环境、开放空间等角度对各住区物质环境规划特征进行分析,反思其存在的问题。第四部分即第五章,是论文的主体。主要针对现状总结分析,在整体性、以人为本、开放性原则的指导下,提出了相应的重庆市规模住区慢行友好化规划策略,包括多元土地利用规划策略、配套设施规划友好策略、道路网络规划友好策略、慢行环境规划友好策略、开放空间规划友好策略。并在最后总结了论文相关研究成果,以及下一步研究的方向。

【Abstract】 Under the impetus of the rapid urbanization in our country, the number of private cars increases and the way of residents’ mechanization travel transforms motorcycles to cars. The structure of transportation has a fundamental change. The rapid growth of motor vehicles indeed brings convenient to residents, but also makes the urban traffic carbon emissions high. Urban environmental problems face the great challenge and threat, and it is against the development of low-carbon city. Slow traffic and public transport is low-carbon, energy-saving and environment-friendly, so it can meet both of the residents’ transportation and urban sustainable development.The settlements are the places where the urban residents work and live, they are the most basic living environment cells of cities. The residents spend half to two-thirds of time in the settlements and they are the main space of humans’ living. At the same time, the settlements occupy the largest proportion of urban land. They are the most concentrated part of residents’ activities and connected directly with the residents’ daily life, so the difference of settlements’ layout affects the residents’ travel mode choice directly. Under the international background of the low-carbon transport’s development concept, friendly slow traffic guides the settlements’ planning and construction, residents are encouraged to walk and cycle as a daily trip mode, and slow traffic will be effective connected with the urban public transportation system. It will reduce the settlements’ carbon dioxide emissions and become the important platform to realize low-carbon cities. In addition, slow traffic is also a lifestyle which is leisure, exercising and social. The settlements’ planning which is guided by friendly slow traffic will provide a favorable settlement environment for the residents and improve the settlements’ vitality. It will also make great contributions to cities’ energy conservation and emission reduction, so it is the key of low-carbon cities’ construction.The paper is divided into four parts and includes six chapters.The first part introduces the origin of the research, confirms the paper frame and shows the research status. The first chapter discusses the research background and significance of the topic, defines the research contents, scope and related concepts and puts forward the research ideas, research methods and framework of the paper. The second part shows and summarized the related theory researches and practices at home and abroad.The second part is the basic research of the paper. The third chapter firstly analyzes the relevant issues of the scale settlements’ friendly slow traffic in our country, shows the concept, connotation and elements of friendly slow traffic and analyzes the characteristics of residents’ slow traffic and psychological needs of those who choice slow traffic. Then combined with the actual construction of scale settlements in our country, the need-hierarchy of friendly slow traffic is structured. The connotation of friendly slow traffic’s needs is analyzed from five aspects which are functionality, accessibility, safety, comfort and pleasure. Finally under the guidance of three friendly slow traffic elements which are people friendly, space friendly and policy friendly, the Planning content system of settlements friendly slow traffic is structured. The main contents of the system are psychological need-hierarchy construction, physical environment planning, Planning integration and regulation.The third part uses demonstrations to research. It choices six typical scale settlements in Chongqing and analyzes the characteristics of Residents group, the characteristics of residents’ slow traffic and the satisfaction evaluation of slow traffic. Then the characteristics of the settlements’ physical environment planning are analyzed from the aspects which are land utilization, daily supporting facilities, road network, slow traffic environment and open space network. And the existing problems are rethought.The fourth part is the fifth chapter. It is the main part of the paper and summarizes the status. Under the guidance of Integrity, people-oriented and openness principle, the planning strategies of Chongqing scale settlements’ friendly slow traffic are proposed, including diversified land utilization planning strategy, supporting facilities planning friendly strategy, road network planning friendly strategy, slow traffic environment planning friendly strategy, open space planning friendly strategy. In the end of the paper, the relevant research results of the paper are summarized and the next research direction is proposed.
