【摘要】 在首都城市空间结构调整优化、传统中轴线申遗以及加快推进什刹海历史文化街区保护建设的时代背景下,地安门百货商场遇到了自身硬件条件、品牌形象落后及周边交通环境亟待改善等发展瓶颈。地安门百货商场更新改造是正在实施的“北中轴线核心保护区·什刹海地区旧城保护示范项目”一期试点片区的关键节点之一。该项目的更新改造对加强北京传统中轴线历史风貌保护、改善地安门外大街街区形象、提升什刹海街区产业水平都将产生积极影响。本文结合北京旧城保护实践及什刹海历史文化保护区规划制定及保护发展情况,在分析并借鉴国内外城市历史街区更新与保护的相关实践及经验积累的基础上,尝试运用“有机更新”理论,对地安门百货商场更新改造项目进行了重点梳理和研究。本文首先将什刹海历史文化保护区与国内外历史街区保护更新案例进行比较研究,从中总结可供前者借鉴的成功经验及失败教训。通过对国内外典型案例的分析比较,从开发管理模式、改造方式及措施办法、运营方式及业态、成功与不足因素分析等方面探讨在旧城传统历史街区更新过程中,如何保护与延续空间格局与形态的方式方法,以及保护与传承历史文化的载体构建等。文章从项目背景条件、功能定位、方案设计、实施路径、挑战因素等角度对地安门百货商场更新改造模式进行研究探讨。指出该项目是运用“有机更新”理论指导实践的一个典型案例,是对原地安门百货商场的刺激再生。期望可对什刹海历史文化保护区后续项目建设及其他旧城街区发展过程中遇到的类似项目提供可借鉴和实施的理念启示。文章还探讨了项目运作过程中由政府成立专门机构主导统筹,全资国企进行前端市场化运作这一管理机制的创新之处,强调整体保护、规划优先、鼓励公众参与等机制理念在什刹海历史文化保护区风貌保护工作中的作用和优势,为今后旧城更新改造工作提供管理模式借鉴。最后,结合案例项目对交通环境改善、空间格局优化及业态调整定位等关键环节的设计处理,指出在传统历史街区对具有一定场所认同感的近现代商业建筑进行保护性改造更新过程时,应特别重视项目与所处街区在交通、景观、建筑风格、历史传承、商业业态等方面的融合,破解旧城保护更新过程中平衡产业发展与风貌保护的难题。更多还原

【Abstract】 How to protect and develop Shichahai historical and cultural heritage area has always been a hot topic for academic discussion. While the project of Dianmen Department Store renovation, as an important part of the whole strategy, means a lot for strengthening the protection of traditional Beijing axis line and promoting relevant community business. Based on the analysis of and experiences accumulated from the renovation and protection of historical area of renowned cultural cities in China and abroad, this article combs in detail the project of Dianmen Department Store, an important node of phase I trial district of the “Northern axis line core protection area and Shichahai old city renovation model project”, and gives it a thorough research by using the mainstream academic model of “Organic rebuild” on the protection and renovation of an old city.In order to provide a kind of reference for the protection and development of Shichahai historical and cultural heritage area, this article looks into large amounts of case studies at home and abroad, good and bad, and tries to explore a way of protecting and extending spatial pattern and form during the rebuilding of historical community in an old city, from the perspective of planning, development and management model, the way of rebuilding and practical solution, operational and business mode, reform of landscape environment and traffic facilities etc.The article also analyzes the status quo and difficulties that may have for the rebuilding of Dianmen Department Store and makes an orientation study on the rebuilding model from the perspective of function positioning, program design and challenges facing the project. The article indicates that the rebuilding of Dianmen Department Store as a project is a case in point for the theory of organic rebuild and could be viewed as a sort of stimulus for the regeneration of the original department store. Hopefully it could provide an inspiration for similar rebuilding project in the following up construction of Shichahai historical and cultural heritage area and the development of other old city community.On top of that, the article also investigates the creative aspects arisen from the management mechanism of government being in charge and front end market being operated by wholly state owned enterprise, emphasizes the advantages and positive effects of the ideas like prioritizing planning, encouraging public involvement during the protection of Shichahai historical and cultural heritage area. And all of these would provide references in terms of management model for the works of old city rebuilding in the future.Finally, with the important nodes such as fa?ade reform, pattern optimization, transport organization, landscape design and business adjustments taken into account, the article elaborates the significance of digging and inheriting historical and cultural elements, finding a way of coordinating the construction, business and culture, resolving the conflict between large-size modern business space and the contract pattern of historical community, and balancing between business development and style protection, when the rebuilding happens to the modern commercial construction on the site of historical community, especially when the construction itself embodies a sense of identification.更多还原
