【摘要】 公立医院作为当前我国医疗资源的提供主体,不管是从宏观上保证和谐的社会管理秩序,维持社会稳定;还是从微观上保障有病能得医的人权和伦理,体现人的尊严,其重要性都是难以撼动的。然而随着市场经济不断发展,部分公立医院过于追求盈利和效益,缺乏公益性服务,引起了一系列社会矛盾,近年来逐步引起人们的关注。随着新医改方案的颁布和实施,我国公立医院的崭新“改革元年”来临了。其核心就是“坚持公立医院的公益性质和主导地位,把维护人民健康权益放在第一位”。回归公益性是健康发展我国的卫生事业的前提,医院保障百姓享有平等健康权和医疗权,更是人为本执政理念的体现。本文以公立医院为研究对象,探讨了其在当前我国医疗体系中保持公益性的必要性;并从医疗卫生政策、法律法规以及医院管理制度三方面保障机制入手,探讨了新一轮医疗改革浪潮中公立医院如何在保持公益性和完成自身发展所必需要的盈利两者之间取得平衡,指出只有通过完善公立医院公益性补偿政策、健全医疗保障相关的法律法规、加强医院管理制度改革,才能保证我国公立医院不断健康有序地向前发展的同时,为广大人民群众提供优质、高效、低耗的公益性医疗服务。更多还原

【Abstract】 As China’s current public hospitals provide medical resources subject.Whether management is to ensure a harmonious social order from the macro to maintain social stability;Doctors can get sick or protect human rights and ethics from the micro, reflects human dignity, and its importance is hard to shake.However, with the continuous development of market economy, some public hospitals over the pursuit of profitability and efficiency, the lack of social welfare services, which led to a number of columns social contradictions.This paper discusses the necessity of the three public hospitals to maintain public welfare; and from the compensation mechanism, assessment mechanisms, and financial payment mechanisms, ethics education, etc., discusses the three public hospitals remain profitable to maintain a balance between public interest and must complete their development needs,Pointed out that only by improving the public hospital compensation mechanism, strengthen medical ethics, the implementation of the reform of hospital management system in order to promote China’s public hospitals continue to move forward the healthy and orderly development.
