电子不停车收费系统的设计与实现

【摘要】 交通是国家富强的基础,发达的路网建设不仅有力拉动了国家经济的发展,同时也给人们带来了极大的便利。随着我国机动车保有量的不断增多,传统的人工收费方式已经远远不能满足道路管理的需求,因此交通拥堵日渐严重。建设电子不停车收费系统是缓解当前高速公路收费站拥堵状况的有效方法之一。但传统的电子不停车收费系统安装需要破坏路面,造价比较高昂,并且不能监测用户偷换车辆识别牌的行为,不仅造成了高速公路的收益损失,而且扰乱了道路交通秩序。本文设计的电子不停车收费系统采用了多种车辆检测技术来减少硬件设备的投入,并提高了车辆检测的可靠性和速度,主要工作如下。(1)为了弥补上述传统电子不停车收费系统存在的不足,本文在充分研究国内外电子不停车收费系统发展状况及实现原理的基础上,引入图像识别技术,不仅对车辆车型进行识别,同时还对车牌号码进行识别。在现有的硬件设施基础上,改进过后的电子不停车收费系统将图像识别的车型信息与系统识别的信息对比,如果发现不一致现象,将启动车牌识别系统,并发送报警信息,通知交管人员对车辆进行检查。(2)本文以当前不停车收费的实际需求为依据,采用车型识别技术、车牌识别技术、RFID技术和物联网技术等,设计实现不停车收费系统。RFID技术具有很高的车辆检测效率和准确度,是当前硬件检测中成本较低、安装简便的工具,并保证不停车收费系统与车辆的高效信息沟通。车型识别技术、车牌识别技术完善了基于RFID技术的车辆检测系统,保证车辆与车牌和车载缴费设备的统一。本文针对车型识别和车牌识别进行了充分的研究和实验,并给出系统运行的仿真效果,为电子不停车收费系统的设计和实现提供了解决方案。本文设计实现的不停车收费系统通过性能测试显示,系统具有很好的负载能力,系统运行的稳定性较高。通过用例测试显示,本文不停车收费系统能够完成系统的功能需求以及系统设计目标。

【Abstract】 Transportation is the basic of a country, which intends to be prosperous and strong. A well-developed road will not only promote the economic development but bring great convenience to the nation. With a growing number of motor vehicles, the traditional manual way of collecting fee is far from meeting the needs of road management, so the jam has become increasingly serious. It is one of the efficient ways to establish electronic toll collection charging system to relieve the current pressure on the jam of free way toll station. But the traditional electronic toll collection charging system need destroy the road when installed, which is more expensive and can’t detect users’ behaviors to substitute their vehicle identification card. This will not only bring loss to the freeway but also disturb traffic order. The electronic toll collection charging system mentioned in this essay adopts many kinds of vehicle recognition technologies in order to decrease the input of hardware equipment and improve the reliability and the speed of vehicle recognition. Here is the major content.(1)In order to remedy the disadvantage of traditional electronic toll collection charging system, this essay will give a full research on the current development situation and theory of electronic toll collection charging system both at home and abroad and bring in the image recognition technology. So it will be able to recognize the vehicle type, meanwhile it can identify the license number. According to the existing hard wares, the modified electronic toll collection charging system can compare the vehicle type information from image recognition technology with the information from the system to see if there exists differences. Once it find s the in-conformity, it can activate the plate number identification system and send an alarm to remind the traffic services personnel to check the target vehicle.(2) According to the basic need of current electronic toll collection charging system, this essay adopts vehicle model identification, license number identification,RFTD and the Internet of things to design and realize the electronic toll collection charging system. RFID can detect cars with a high ability of efficiency and accuracy, which is an easy tool to install with low cost among all the current hardware tests, and RFID can guarantee the high efficiency of information communication between the electronic toll collection charging system and vehicles. The vehicle model identification and license number identification complete the vehicle-test system which is based on the RFID and guarantee the accordance between vehicles and licenses and vehicle-mounted charging system. This essay also has emphasized on the design and realization of electronic toll collection charging system and simulated the effect of the system running, which will provide a solution of the design and realization of electronic toll collection charging system.According to the performance tests of the electronic toll collection charging system designed in this essay, the system has a high ability of loading and stability. Through the example test, the electronic toll collection charging system designed in this essay can meet the system’s functional need and the target of the system design.
